ATNS Invites Bids for Refreshments Supply at Mafikeng Airport

The Air Traffic and Navigation Services Company Limited (ATNS) has issued a re-advertised Request for Quotation (ATNS/RFQ/03/2026/60/ATS FAMM REFRESHMENTS) to appoint a service provider for the supply and delivery of refreshments. This strategic three-year contract, operating on an as-and-when-required basis, is designed to support the operational and hospitality needs of ATNS at the Mafikeng Airport in the North West province.

Scope of Services

The appointed service provider will be responsible for:

  • Supplying and delivering refreshments as per the organisation’s needs.
  • Ensuring timely and scheduled deliveries to the ATNS Control Centre at Mafikeng Airport.
  • Demonstrating capacity to fulfil the contract on a consistent and reliable basis.
  • Being flexible and able to respond to short-notice refreshment requests.
  • Delivering within 7 working days after placing an official order.
  • Including off-loading at the service provider’s own risk and cost.
  • Providing same-day, weekend, after-hours, and public holiday services if and when required.
  • Complying with SABS or equivalent quality standards.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a comprehensive and fully compliant documentation package. Essential submissions include:

  • A valid Central Supplier Database (CSD) registration report with an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Proof of relevant food safety certifications and verifiable references for similar institutional or corporate catering contracts.

Evaluation Criteria

Quotations will undergo a rigorous evaluation process. Bidders must first meet all administrative and functionality thresholds to demonstrate operational capacity and industry experience. Qualifying bids will then be adjudicated using the 80/20 preferential procurement system, allocating 80 points for price competitiveness and 20 points for specific transformation goals, such as B-BBEE contribution and local enterprise development.

Submission Guidelines

There will be no briefing session for this procurement. All bid submissions must be made exclusively via the National Treasury e-Submission system. Email or hard-copy submissions will not be accepted under any circumstances. The strict closing time is 11:00 on Tuesday, 27 October 2026.
