The Mbombela Local Municipality in Mpumalanga has issued a Request for Quotation (COM132/2026) for the supply, delivery, and off-loading of essential water infrastructure components. This strategic procurement initiative is designed to support the municipality’s ongoing maintenance and expansion of its water reticulation network, ensuring reliable service delivery to the community.

Scope of Supply

The successful service provider will be responsible for the timely provisioning of high-quality, SANS-approved plumbing materials. Key deliverables include:

  • Supply of durable compression adaptors and couplings suitable for municipal water pipelines.
  • Provision of heavy-duty plastic taps designed for longevity and consistent performance.
  • Safe transportation and off-loading of all goods at the designated Mbombela Civic Centre or specified municipal depots.
  • Adherence to strict quality assurance standards to prevent leaks and infrastructure failures.

Mandatory Compliance Requirements

Bidders must submit the following compulsory documents:

  • A valid Tax Compliance Status (TCS) PIN.
  • Proof of company registration.
  • Certified copies of business director(s) identity documents.
  • A full Central Supplier Database (CSD) registration report not older than 30 days (summary reports will not be accepted).
  • Product data sheets containing detailed technical specifications for all items listed in the Bill of Quantities.
  • A valid and current municipal rates and taxes statement for the business premises.
  • Municipal rates and taxes statements for each active director.
  • A certified copy of a B-BBEE certificate or sworn affidavit to claim B-BBEE points.

Evaluation Criteria

Quotations will be adjudicated using the 80/20 preferential procurement system. Eighty points are allocated for price competitiveness, while twenty points are awarded for specific goals. These specific goals focus on promoting Broad-Based Black Economic Empowerment (B-BBEE) and supporting local enterprise development within the Mpumalanga province. Bidders must also demonstrate proven capacity and relevant industry experience in supplying municipal hardware.

Submission Guidelines

There will be no briefing session for this procurement. Completed quotation documents must be placed in a sealed envelope, clearly marked with the tender number (COM132/2026) and the description “Supply, Delivery and Off-loading of Compression Adaptors, Coupling & Plastic Taps”. Envelopes must be deposited in the designated tender box at the Mbombela Civic Centre, 1 Nel Street, Sonheuwel, Mbombela, 1200. The strict closing time is 11:00 on Friday, 16 October 2026.
