Mossel Bay Municipality invites qualified suppliers to bid for the supply and delivery of black, blue, yellow, green, clear, and brown refuse bags. This open tender (TDR32/2026/2027) supports the municipality’s waste management operations for a three-year period from 1 July 2027 to 30 June 2030.
Scope of Supply
The municipality requires a reliable service provider to deliver high-quality refuse bags on an as-and-when-required basis. Key specifications include:
- 25-micron clear bags.
- 40-micron blue bags.
- Mixed 40-micron black and blue bags.
Prices must be quoted per pack, inclusive of VAT, and must include the cost of delivery and offloading to the Municipal Stores in Schoeman Street, Mossel Bay, between 08:00 and 13:00 on weekdays.
Mandatory Requirements
Bidders must submit the following documents to avoid disqualification:
- Completed and signed MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9 forms
- Valid Tax Compliance Status PIN issued by SARS
- Central Supplier Database (CSD) registration
- B-BBEE certificate or sworn affidavit
- Municipal rates and taxes account not in arrears for more than three months
- Authority of signatory resolution
- Letter of Good Standing from the Compensation Commissioner
- Samples of each colour bag delivered to the Main Stores by the closing date
Technical Requirements
The municipality will conduct quality tests on samples, checking thickness with a micron testing machine and verifying length and width. A manufacturing tolerance of maximum 3% is acceptable. Samples that do not comply with specifications will be deemed non-responsive. The successful bidder must deliver within four calendar weeks from receipt of order to the Municipal Stores in Schoeman Street, Mossel Bay.
Pricing and Preference Points
The 80/20 or 90/10 preference point system applies. A maximum of 20 points (80/20 system) or 10 points (90/10 system) will be allocated for specific goals. Fifty percent of these points will be allocated for B-BBEE status level, and the other fifty percent for locality. Locality points are awarded for businesses within Mossel Bay Municipal area (10 points), Garden Route District (5 points), or Western Cape Province (3 points). Prices must be inclusive of VAT, supply, delivery, and offloading.
Submission Details and Deadline
Bids close on Friday, 06 November 2026, at 12:00. Submissions must be placed in the tender box at the Entrance of the Mossel Bay Town Hall, 101 Marsh Street, Mossel Bay. Samples must be delivered to the Main Stores, Schoeman Street, Mossel Bay, by 12:00 on the closing date. Late, faxed, or emailed tenders will not be accepted. No briefing session will be held.
