The KwaZulu-Natal Department of Transport invites qualified service providers to bid for the establishment of a panel of cleaning services for a period of 36 months. This open tender (ZNB02973/00000/00/HOD/GEN/26/T) supports the department’s Corporate Support Services directorate across multiple regions in the province.
Tender Overview and Scope
The appointed panel will provide comprehensive cleaning services, including floor cleaning and sealing, carpet vacuuming and shampooing, window washing, wall cleaning, toilet cleaning and disinfection, waste disposal, kitchen cleaning, and specialised equipment cleaning. Services will be rendered on a rotational basis through a quotation process at market-related rates. The department reserves the right to allocate work across multiple regions.
Mandatory Requirements
Bidders must submit the following documents to avoid disqualification:
- Valid registration with the Bargaining Council for the Contract Cleaning Industry (BCCCI)
- Valid Compensation for Occupational Injuries and Diseases Act (COIDA) letter of good standing
- Registration with the National Contract Cleaners Association (NCCA)
- Completed and signed SBD 1, SBD 3.3, SBD 4, SBD 6.1, SBD 7.1, and SBD 7.2 forms
- Central Supplier Database (CSD) registration number
- Authority to sign document
- Record of addenda
- Attendance at the compulsory briefing session
Technical Evaluation
Bidders must achieve a minimum functionality score of 60% (60 points out of 100) to proceed to price and preference evaluation. Scoring criteria include company experience and track record with reference letters (50 points), site manager experience (20 points), and supervisor experience (10 points). Reference letters must be on client letterheads, signed, and contactable.
Pricing and Preference Points
The 80/20 preference point system applies. Price carries 80 points, while specific goals account for 20 points. The department will apply market-related rates and allocate work on a rotational basis. All prices must be firm for the contract period, with provision rates increased annually as prescribed by the Bargaining Council for the Cleaning Services Industry.
Submission Details and Deadline
Bids close on Wednesday, 11 November 2026, at 11:00. Submissions must be deposited in the bid box at Inkosi Mhlabunzima Maphumulo House, 172 Burger Street, Pietermaritzburg, 3201. A compulsory briefing session will be held on Friday, 16 October 2026, at 09:00 at the McDonald Theatre, 172 Burger Street, Pietermaritzburg, 3201.
