Moretele Local Municipality invites qualified service providers to bid for the appointment of a panel to arrange air travel, accommodation, venue hire, car rental, and shuttle transport. This 36-month contract (MLM/SCM/TMS/2027-2029) supports the municipality’s travel and event coordination needs on an as-and-when-required basis.
Tender Overview and Scope
The appointed service provider will facilitate domestic and international travel bookings, including flights, car rental, shuttle services, accommodation at hotels and B&Bs, and conference venue hire. The scope covers visa arrangements for international travel, SMS and email confirmations, and comprehensive management reports. Services must comply with the municipality’s Travel and Subsistence Policy.
Mandatory Requirements
Bidders must submit the following documents to avoid disqualification:
- Completed and signed MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9 forms
- Valid Tax Clearance Certificate or CSD registration
- Certified municipal account not in arrears for more than 90 days
- Proof of registration with IATA or ASATA
- Company registration documents and certified ID copies
- Authority of signatory resolution
- Central Supplier Database (CSD) summary report
- Compulsory site briefing meeting certificate
Technical Evaluation
Bidders must achieve a minimum functionality score of 60 points out of 100. Scoring criteria include capability with relevant experience (30 points), value of work awarded (20 points), methodology including service delivery and group bookings (20 points), communication processes (10 points), and service accessibility with after-hours emergency support (20 points).
Pricing and Preference Points
The 80/20 preference point system applies. Price carries 80 points, while specific goals account for 20 points. Specific goals include black ownership (5 points), women ownership (5 points), youth ownership (5 points), local economic development (2.5 points), and disability ownership (2.5 points).
Submission Details and Deadline
Bids close on Monday, 26 October 2026, at 12:00. Tender documents cost R500 and must be deposited in the tender box at Moretele Local Municipality, 4065B Municipal Offices, Mathibestad, 0418. Late submissions will not be accepted. No briefing session will be held.
