DLRRD 24-Month Employee Well-being Tender

Pretoria, Gauteng – The Department of Land Reform and Rural Development (DLRRD) has issued an open tender (5/2/2/1- DLRRD 0018) for the appointment of a service provider to render employee well-being services for a period of 24 months on a fee-for-service contract. This procurement aims to support the health, wellness, and productivity of approximately 5,495 employees across all nine provinces.

Project Scope and Service Requirements

The successful bidder will provide comprehensive Employee Wellness Programme (EWP) services, including:

  • 24-hour toll-free call centre available 24/7/365 in all 11 official languages
  • Face-to-face and telephonic counselling services (maximum four sessions per challenge per annum)
  • Trauma diffusion/debriefing services for individuals and groups
  • Health screening services (general and executive management)
  • Life-skills workshops, mental health sessions, and team wellness audits
  • E-health care services and online wellness assessments
  • Marketing and awareness sessions to promote EW services
  • Promotional material design and distribution

The service provider must have 57 affiliates/partners across all nine provinces to deliver services nationally.

Mandatory Requirements

Bidders must meet strict mandatory criteria or face disqualification:

  • Attendance at the compulsory briefing session
  • 57 affiliates/partners in all nine provinces with signed agreements
  • Each affiliate must be a qualified Psychologist or Social Worker registered with HPCSA or SACSSP
  • One Project Manager/Liaison Officer must be a qualified Psychologist or Social Worker
  • Fully completed pricing schedule on the prescribed template
  • Completed Appendix A organogram demonstrating affiliate capacity

Compulsory Briefing Session

Submission Details

Sealed bids must be deposited in the bid box at the Department of Land Reform and Rural Development, 600 Lillian Ngoyi Street, Pretoria, 0001, before 11:00 on Friday, 23 October 2026. Bids must remain valid for 120 days.

Evaluation Criteria

The evaluation follows a three-stage process:

  • Stage 1: Functionality evaluation (minimum 70/100 threshold) – Resources experience (40 points), Team Leader experience (20 points), Company experience (20 points), Methodology (20 points)
  • Stage 2: Site inspection to verify 24-hour operational call centre (minimum 70/100 threshold)
  • Stage 3: Price and specific goals (80/20 preference point system)

Specific goals allocation includes 8 points for HDI ownership, 5 points for women ownership, 2 points for disability, 2 points for youth, and 3 points for locality.
