Riversdale, Western Cape – Hessequa Municipality has issued an open tender (HES-TECH 03/2627) for the erection of security fencing at the Riversdale Water and Wastewater Treatment Facilities and associated pump stations. This infrastructure protection project aims to safeguard essential water services across the Hessequa region.
Project Overview and Scope
The successful contractor will construct approximately 1,500 metres of security fencing with nine gates across multiple sites, including:
- Riversdale Water Treatment Works
- Riversdale Wastewater Treatment Works
- Riversdale Sewer Pumpstation 2
- Heidelberg Raw Water Pumpstation
- Heidelberg Droë Kloof Pumpstation
- Slangrivier Hoof Weg and Port Beaufort Sewer Pump Stations
Work includes site clearance, detection and adjustment to existing services, construction, finishing, and tidying. All construction must comply with SABS 1200 and COLTO standards.
CIDB Grading and Eligibility Requirements
Tenderers must meet the following mandatory criteria:
- CIDB grading: Minimum 3SQ or higher
- COIDA certificate: Valid certificate must be provided
- CSD registration: Prospective suppliers must be registered on the Central Supplier Database
- Accredited Suppliers Database: Preference will be offered to tenderers registered on the Municipality’s database
- Right to reject: The Municipality reserves the right not to award tenders to unregistered suppliers
Compulsory Clarification Meeting
A compulsory clarification meeting will be held on Tuesday, 13 October 2026 at 10:00 at the Hessequa Municipality Thusong Centre in Riversdale. All enquiries regarding specifications may be directed to Mr. Stuart Morris at (028) 713 8000 or stuart@hessequa.gov.za.
Tender Pricing and Submission Details
Tender documents are available at a non-refundable cost of R200.00 per set from Ms. Leanne Windvogel at the Absa Building, Corner of Dickson and Church Street, Riversdale. Payment must be made via bank deposit to Hessequa Municipality (FNB, Account: 5357 1024 174, Branch Code: 200313, Reference: HES-TECH 03/2627). Proof of payment must be emailed to leanne@hessequa.gov.za to receive the full document package.
Sealed tenders must be placed in the tender box at the Hessequa Municipality offices before 12:00 on Friday, 23 October 2026. Electronic or faxed submissions will not be accepted. Tenders shall be valid for 8 weeks from the closing date.
Evaluation Criteria and Local Employment
Tenders will be evaluated per the Preferential Procurement Policy Framework Act (Act 5 of 2000) and 2022 Regulations, with points allocated as follows: 80 points for price, 10 points for B-BBEE contribution, and 10 points for locality. Method 2 of the CIDB tender evaluation methods applies.
The contractor must appoint a local sub-contractor to handle up to 10% of project workload and value. All temporary and unskilled labour must be sourced from unemployed local labourers within the Hessequa area. The minimum daily wage is R241.84 per day as per council policy.

Technical Specifications and Compliance
The contractor must supply chemical toilets (one per 15 personnel), obtain necessary permits and wayleaves, and maintain record drawings throughout construction. A written guarantee for 1 year to the value of 10% of the contract value must be submitted within 14 days of the inception meeting. Defects due to poor workmanship must be repaired at the contractor’s cost.
