uMlalazi Municipality invites qualified suppliers to tender for the supply and delivery of sports apparel for the 2026/27 Mayoral Cup. This open tender (KZN ULM 11/26/27) offers a once-off contract opportunity for textile and sportswear suppliers in KwaZulu-Natal.
Tender Overview and Contract Duration
The Community Services Department is organizing the Mayoral Cup scheduled for 24 October 2026 at Eshowe Sports Club with four participating codes. The successful supplier will deliver all goods to the Municipal Stores at 11 KV Challenor Road, Industrial Area, Eshowe. The contract period is once-off with delivery required within five days from date of order.
Scope of Sports Apparel Required
The municipality requires:
- 28 soccer kits (100% polyester, Hummel or equivalent, with municipal logo branding and numbers)
- 28 netball kits (two-piece sets with matching tops and skirts, municipal logo embroidery)
- 30 soccer nets (FIFA international goal dimensions: 8 feet tall x 24 feet wide)
- 30 netball balls (690-710mm, weighing 400-450g)
- 30 soccer balls (Size 5, FIFA approved, 68-70cm circumference, 410-450g)
Mandatory Requirements and Returnables
Bidders must submit:
- Proof of purchase of tender document (R1000 non-refundable fee)
- Valid original tax clearance certificate
- Company registration certificates and certified ID copies of all directors
- Proof of CSD registration
- Municipal rates and services clearance certificate
- Valid COIDA letter of good standing
- Completed and signed MBD 4, MBD 6.1, MBD 8, and MBD 9 forms
- Joint Venture Agreement (if applicable)
Functionality Evaluation Criteria
Bidders must achieve a minimum of 76.67% (23 out of 30 points) on functionality. Criteria include:
- Bidder’s previous experience in supplying sports apparel (20 points for three or more completed projects)
- Establishment of the company as a textile supplier (10 points for eight or more years in business)
Preference Points and Specific Goals
The 80/20 preference point system applies with specific goals including:
- Ownership goals (B-BBEE Level 1, 2, or 3 and below)
- Reconstruction and Development Programme goals (enterprise located within uMlalazi Municipality, King Cetshwayo District, or KwaZulu-Natal Province)
- SMME Development (EME or QSE ownership)
- Combination of other goals (Black Youth, Women, Disabled People, Military Veterans)
