The Passenger Rail Agency of South Africa (PRASA) invites qualified service providers to submit quotations for Code 29 inspection, testing, and certification of machines and equipment on an as-and-when-required basis. This Request for Quotation (RE10374674) offers a 12-month contract opportunity in the Metrorail Gauteng Region.
Tender Overview and Contract Duration
The appointed service provider will conduct Code 29 inspection, testing, and certification of machinery and equipment for a period of 12 months. The service will be rendered on an as-and-when-required basis within the Metrorail Gauteng Region. The RFQ was published on 21 September 2026 and closes on 01 October 2026 at 10:00.
Scope of Code 29 Calibration Services
The successful bidder will be responsible for:
- Inspection, testing, and certification of machines and equipment
- Compliance with Code 29 requirements
- Provision of valid calibration certificates
- Services rendered on an as-and-when-required basis
Mandatory Requirements for Bidders
Bidders must submit the following mandatory documents:
- Completed Pricing and Delivery Schedule Form (Section 4)
- Completed BOQ/Pricing Schedule (Section 10)
- Valid Calibration Certificate for Lifting Machinery Entity (LME)
- Signed and completed RFQ Document and Standard Bid Documents (SBD) forms
- Letter of Good Standing: COIDA
- Valid SARS PIN
- Completion of all RFP documentation including declarations
- CSD supplier registration number
- Joint Venture, Consortium Agreement, or Subcontract Agreement (if applicable)
Three-Stage Evaluation Process
Stage 1A: Mandatory Requirements – Bidders must submit all mandatory documents or be automatically disqualified.
Stage 1B: Other Mandatory Requirements – PRASA may request additional information within three working days.
Stage 2: Technical/Functionality – Minimum threshold of 100%. Bidders must provide CVs and certified certificates demonstrating SANAS certification for the calibration of equipment.
Stage 3: Price and Specific Goals – 80 points for price and 20 points for specific goals.
Preference Points and Specific Goals
The 80/20 preference point system applies with specific goals including:
- Black Youth owned: 10 points
- Black Women owned: 10 points
Bidders must submit certified ID copies of owners/directors, CIPC documents, or CSD report to claim points.
