The National Radioactive Waste Disposal Institute (NRWDI), a public entity established under the National Radioactive Disposal Institute Act, has issued a Request for Quotation for the provision of comprehensive psychometric and competency assessment services on a three-year contract basis.

Tender Scope and Target Positions

The appointed service provider will administer assessments for approximately 26 candidates annually across three occupational levels:

  • Specialist Positions: 10 candidates per year
  • Managerial Positions: 10 candidates per year
  • Executive Management Positions: 6 candidates per year

The assessments must evaluate personality traits, cognitive abilities, and managerial competencies, addressing key leadership areas including strategic thinking, organisational commitment, business outcomes, and self-management.

Service Provider Requirements

Bidders must demonstrate:

  • HPCSA-registered professionals qualified to conduct psychometric assessments
  • Validated assessment tools legally compliant with South African standards
  • Minimum three years of experience in psychometric assessments
  • Ability to provide virtual and/or physical assessment services
  • Proven track record with State Owned Entities (preferred)

Mandatory Submission Requirements

To qualify, bidders must submit:

  • Fully completed pricing structure as per the specified table
  • ID copies of owners/directors reflected on official registration documents
  • Minimum of three reference letters on company letterhead from previous clients with contact details
  • Completed SBD forms (SBD 4 and SBD 6.1)
  • Valid BBBEE certificate or sworn affidavit
  • ISO 9001:2015 certification (if applicable)

Functionality Evaluation Criteria

Bidders must achieve a minimum of 70 points out of 100 to proceed to price evaluation:

  • Technical Capacity (20 points): Expertise in assessment administration, interpretation, reporting, and feedback
  • Years of Experience (10 points): More than five years earns maximum points
  • Professional Registration (20 points): All assigned professionals must be HPCSA-registered
  • Assessment Tools (20 points): Scientifically validated and accredited instruments
  • References (10 points): Three or more satisfactory references required for full points
  • Project Approach (20 points): Comprehensive plan with detailed timelines and feedback processes

Price and Specific Goals Evaluation

The RFQ follows the 80/20 preference point system:

  • 80 points allocated for price
  • 20 points for specific goals based on ownership:
    • Black-owned enterprises: Up to 12 points for 91%-100% ownership
    • Women-owned enterprises: Up to 8 points for 91%-100% ownership
