The Presidency has published a Request for Quotation (RFQ) for the provision of First Aid Level 1 training for 13 delegates at its Cape Town offices. The tender, designated SCMAT 15/07/15R, seeks a qualified and accredited training provider to deliver a comprehensive three-day course.
Tender Overview
The objective is to appoint a service provider to deliver First Aid Level 1 training that equips delegates with essential emergency care skills. Bids must be submitted by 28 August 2026 at 11:00 AM. No briefing session is scheduled for this RFQ.
Scope of Work
Course Content:
- Laws of First Aid and principles of emergency care
- Emergency scene management
- Wound treatment and bleeding control
- First aid for different injuries
- Equipment use and safety precautions
- Workplace hazard identification
- Cardiopulmonary resuscitation (CPR)
- Cyanide poisoning response (optional component for gold mining operations)
Training Logistics:
- Duration: 3 days
- Venue and catering to be provided by the bidder
- All course materials and instruments supplied by the provider
- Participants receive a certificate upon successful completion
Key Requirements
Bidders must:
- Be accredited with QCTO/ETQA (proof of accreditation must be attached)
- Be registered on the Central Supplier Database (CSD)
- Submit a fully completed and signed SBD 4 form
- Quote all items as per the specification
Evaluation Process:
The three-phase evaluation follows the Preferential Procurement Regulations, 2022:
Phase 1: Mandatory Requirements โ Bidders must provide proof of QCTO/ETQA accreditation and meet administrative requirements.
Phase 2: Functionality โ Bidders must quote all items as per the specification.
Phase 3: Price and Specific Goals โ The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals including Women ownership (10 points), Youth ownership (7 points), and People with Disabilities (3 points).
