The South African Astronomical Observatory (SAAO), a business unit of the National Research Foundation (NRF), invites suitably qualified electrical contractors to submit quotations for the provision of comprehensive electrical services at its Sutherland site. This Request for Quotation (RFQ) covers repairs, maintenance, alterations, installations, compliance, and emergency services for a three-year period.

Tender Overview

The primary objective is to appoint a competent and capable electrical service provider to ensure SAAO’s critical infrastructure is safe, reliable, and compliant with all relevant regulations. The contract will operate on an as-and-when-required basis, with work requested via individual purchase orders. Bids must be submitted by 16 September 2026 at 15:00.

Scope of Work

The successful contractor will deliver a wide range of services, including:

  • General electrical maintenance: Inspections, fault finding, predictive, preventative, and corrective maintenance
  • Electrical installations: Surge protection, distribution boards, motors, control circuits, UPS, lighting, and solar PV systems.
  • Power distribution: Single and three-phase installations, armoured cable work, transformer maintenance, and switchgear servicing.
  • Electrical testing: Earth continuity, insulation resistance, loop impedance, and thermal imaging.
  • Compliance: Issuing of Certificates of Compliance (CoC), testing per SANS 10142-1 & -2.
  • Emergency call-outs: 24/7/365 availability with a 12-hour response time for emergencies and 48 hours for normal requests.

Mandatory Requirements

Bidders must comply with strict criteria to be evaluated:

  • Compulsory Site Briefing: Attendance is mandatory; failure results in automatic disqualification.
  • Electrical Compliance: Registration with the Department of Labour, ECB, or ECA.
  • CIDB Grading: Minimum grading of 2EB or higher.
  • Personnel Certifications: Red Seal Electrical Trade Test, valid single and three-phase Wireman’s Licenses, and ORHVS (Medium Voltage Switching) certification.
  • Company Documentation: Three recent reference letters, valid COIDA, company profile, and a signed workmanship warranty of at least 12 months.

Evaluation Process

The RFQ will be evaluated in three phases:

  • Phase 1: Administrative Compliance โ€“ Submission of all mandatory returnable documents.
  • Phase 2: Specification Evaluation โ€“ Assessment of technical capability and eligibility.
  • Phase 3: 80/20 Preferential Point System โ€“ 80 points for price and 20 points for B-BBEE Status Level (Specific Goals .
