Stellenbosch Municipality has published an open tender (B/SM 08/27) inviting qualified service providers to supply, deliver, install, assess, and maintain air conditioners across municipal facilities for a period ending 30 June 2029 . This rates-based term tender seeks to establish a panel of competent contractors to ensure reliable climate control for municipal offices, community centres, and public buildings.
Tender Overview and Key Dates
The tender, published on 22 August 2026, seeks contractors with a minimum CIDB grading of 1ME or higher . Bids close on 21 September 2026 at 12:00. A compulsory virtual clarification meeting will be held on 02 September 2026 at 14:30 via Microsoft Teams . Scope of Work
The contract covers four distinct service categories, executed on an “as-and-when-required” basis via purchase orders :
- Category A: Call-out services for thorough diagnosis and assessment of existing air conditioning units
- Category B: Preventative maintenance including monthly filter cleaning, outdoor unit debris clearance, and annual professional inspections of coils, refrigerant levels, and electrical components
- Category C: Corrective maintenance and unplanned repairs based on municipal inspection reports, priced using agreed mark-up percentages
- Category D: Supply, delivery, and installation of new inverter air conditioners
All newly supplied units must be inverter-type systems utilising R-410A refrigerant gas. Rates must be fixed, VAT-inclusive, and comprehensively cover labour, materials, travel, consumables, equipment hire, site supervision, and full health and safety compliance.

Pre-Qualification Requirements
Bidders must meet the following compulsory requirements:
- Minimum CIDB grading of 1ME or higher
- Registration with SAQCC Gas as a Category C.13 Practitioner/Inspector for Category A, or Category A.4 or B.6 for Categories B, C, and D
- At least 3 similar maintenance contracts (minimum three-month duration, R10,000 value, servicing ten or more units) with verifiable reference letters
- Valid SARS tax compliance, COIDA registration, and CSD enrolment
- Clearance of municipal account arrears
- B-BBEE affidavit or SANAS-accredited certificate
Preference Points System
The tender will be evaluated using the 80/20 preference points system, with 80 points for price, 10 points for B-BBEE status level, and 10 points for locality . Bidders must be registered on the Central Supplier Database and have a valid tax status to conduct business with the municipality.
