uThukela Water (Pty) Ltd has published an open tender (STR2027-BID-001) inviting suitably qualified service providers to join a panel for the provision of internal auditing and forensic investigation services over a three-year period.

Tender Overview and Key Dates

The tender seeks to establish a panel for assisting the water utility with internal audit and forensic investigation functions on an as-and-when basis . Bids close on 21 September 2026 at 12:00 PM, with no compulsory briefing session. Documents are available for download from 21 August 2026 on the uThukela Water website www.uthukelawater.co.za.

Scope of Work

The appointed service providers will assist with a comprehensive range of audit and investigation services including:

  • Development of a three-year internal audit strategic plan
  • Risk-based internal audit control and compliance reviews
  • Performance review audits and UIFW expenditure investigations
  • Information Technology, Financial, Occupational Health and Safety, Probity, Business Process, and Human Resources Audits
  • Provision of final reports with findings and recommendations
  • Risk mitigation and control advice to management
  • Attendance at audit committee and executive management meetings
  • Close collaboration with external auditors

Evaluation Process and Functionality Criteria

Bids will be evaluated in two stages: SCM Compliance and Technical Evaluation . A minimum 70% functionality score is required to qualify for the panel. The evaluation criteria differ for the two categories:

Category A: Internal Audit Services (100 points total)

  • Company Experience (30 points): 4 reference letters for internal audit activities at local government sphere
  • Key Personnel (70 points): Director experience and qualifications, Project Leader certifications, Process Engineer and IT Expert qualifications

Category B: Forensic Investigation Audit (80 points total)

  • Company Experience (30 points): 4 reference letters for forensic investigation activities
  • Key Personnel (50 points): Director experience and qualifications

Mandatory Documentation

Bidders must submit a comprehensive package including:

  • Valid SARS Tax Compliance Status Pin or CSD Master Registration Number
  • Company registration certificate
  • All MBD forms fully completed and signed
  • Recent CSD Summary sheet with valid tax compliant status
  • Municipal utility bill or lease agreement with landlord letter confirming responsibility
  • Authority to sign bid document

Preference Points (80/20 System)

Specific goals allocation includes:

  • Locality: 20 points for uThukela Water area of jurisdiction, 15 points for KwaZulu-Natal, 10 points for outside KZN
