  • Joe Gqabi District: Rehabilitation of MR00672 (Steynsburg to Venterstad) – 73.92km, Class 2, estimated at R554 million
  • Chris Hani District: Rehabilitation of MR00659 (Queenstown to Dordrecht) – 70km, Class 3, estimated at R525 million
  • Amathole District: Rehabilitation of MR00520 (R72 to Zwelitsha & King Williamstown) – 56.5km, Class 3, estimated at R424 million
  • Amathole District: Rehabilitation of TR00601 (King Williamstown to N6 Stutterheim) – 39km, Class 2, estimated at R293 million

Key Personnel Requirements

The Department requires three key professionals who must be registered with the Engineering Council of South Africa (ECSA) :

  • Project Leader: Minimum 10 years’ experience (5 post-registration) in bituminous road design and management
  • Pavement Design Specialist: Minimum 10 years’ experience in pavement design
  • Engineer’s Representative: Minimum 5 years’ site supervision experience with NQF Level 5 or 7 qualification in Labour Intensive Construction

Functionality Evaluation Criteria

Bidders must score at least 78 points out of 130 (60%) to proceed. Evaluation criteria include :

  • Company Experience (20 points): Track record in bituminous road upgrade and rehabilitation projects (minimum 4 confirmed projects per category for full points)
  • Key Personnel (60 points): Experience and project track record of the Project Leader, Pavement Design Specialist, and Engineer’s Representative
  • Locality (50 points): Preference for firms based within the project district
