Mkhondo Local Municipality has published an open tender (MKHO12/2026/27) inviting qualified contractors to join a panel for general building maintenance services over a 36-month period, offering a significant opportunity for CIDB-graded contractors in the region.

Tender Overview and Key Dates

The tender seeks to establish a panel of service providers for general building maintenance across municipal properties in Piet Retief, Saul Mkhizeville, and Amsterdam. Bids close on 21 September 2026 at 12:00 PM, with no compulsory briefing session. Documents are available from 19 August 2026 on the e-Tender portal and Mkhondo’s website.

CIDB Grading Requirements

Contractors must hold a valid CIDB Grading Certificate between 1 GB and 5 GB to qualify. This grading range covers projects from entry-level maintenance (Grade 1GB) through medium-sized building works (Grade 5GB). Grades 1-2GB are suited for RFQs under R500,000, while Grade 5GB allows for contracts up to R10 million.

Scope of Work

The appointed service providers will be called upon on an as-and-when basis for emergency and planned maintenance across municipal properties. Works include:

  • Roof component repairs and ceiling installations
  • Surface finishing, tiling, and painting
  • Doors, windows, and carpentry maintenance
  • Ablution facilities and drainage repairs
  • Stormwater, paving, fencing, and security door repairs
  • 24/7 emergency standby service

Compulsory Documentation

Bidders must submit a comprehensive package including:

  • Valid SARS Tax Compliance Status Pin
  • Full CSD registration report (not a summary)
  • Valid CIDB Grading Certificate (1 GB – 5 GB)
  • Valid COIDA Letter of Good Standing
  • Certified copies of municipal rates accounts for both entity and directors (month ended August 2026)
  • Company registration and ID copies of directors

Evaluation Process

The evaluation follows a two-stage process. Stage One (Compliance) verifies all compulsory documents. Stage Two (Functionality) assesses company experience and key personnel qualifications. Bidders must achieve a minimum 55% functionality score to be considered for panel placement.

Work Allocation to Panellists

Acceptance onto the panel does not guarantee automatic work allocation. Instead, work will be allocated on a quotation-system basis where panellists meeting required CIDB Grading are invited to submit quotations. Evaluations use the 80/20 price-preference point system, with emergency works allocated based on urgency. All panellists must maintain valid CIDB, COIDA, CSD, and SARS status throughout the contract.
