The Department of Defence (DOD) has issued open tender CPSC/B/139/2026 for the outsourcing of a service provider to supply and deliver outerwear men’s physical training (PT) shorts for the South African Army Headquarters. This strategic procurement aims to equip military personnel with high-quality, standardized athletic apparel.

Scope of Works

The successful bidder will supply black PT shorts in the following size breakdown:

  • 7,000 units: Size 99-80
  • 7,500 units: Size 99-90
  • 4,500 units: Size 99-100
  • 1,000 units: Size 99-110

Key specifications include:

  • Polyester-and-cotton fabric complying with SANS 1387-2 (Type PC 64 or PC 69)
  • Colour: Jet Black (No. 80c of CKS 129)
  • Elasticised waistband with draw-cord
  • Two side pockets and one fob pocket
  • Compliance with SANS 1016, 1309, 1362, 1387-2, 5278, 10011, 10076-6, 10235, 10371, 10101, CKS 129, and CKS 619

Mandatory Compliance and Documentation

Bidders must strictly comply with the following:

  • Submit two separate sealed envelopes marked “PRICE PROPOSAL” (SBD 3) and “TECHNICAL PROPOSAL” (all other documents)
  • Submit a sample of one PT short (Size 99-80, labelled with NSN) for functionality evaluation
  • Submit a valid CSD full report with director details and banking information
  • Complete the security vetting form and sub-contractor compliance certificates
  • Submit a written confirmation of compliance with SANS and the scope of work
  • Provide a 12-month warranty against manufacturing defects

Evaluation Criteria: Functionality, Price, and Specific Goals

The evaluation follows a four-phase process:

  • Phase 1: Mandatory requirements compliance
  • Phase 2: Functionality (14 points) – Bidders must achieve 100% (14 points) on capability to proceed. Evaluation includes measurement, make, and adherence to specification
  • Phase 3: Price evaluation (80/20 principle)
  • Phase 4: Specific goal allocation points (SBD 6.1) – Points for Black Women Military Veterans, Black Youth, Black Male Military Veterans, People with Disability, and other categories

Strict Physical Submission Protocols

Completed bid documents must be placed in a sealed envelope clearly marked with the bid number. Submissions must be hand-delivered to the bid receipt office or deposited in the official bid box at the Main Entrance Security Office of the Central Procurement Service Centre, Eco-Origin Office Park, Block E, 349 Witch Hazel Avenue, Eco Park, Centurion, before the closing time.
