The Road Accident Fund (RAF) has issued Request for Quotation PR 1011 7698 for the provision of emergency medical services during an upcoming Sports and Wellness Activity in Polokwane, Limpopo. This targeted procurement seeks qualified medical transport and emergency healthcare providers to ensure the safety and well-being of participants.

Scope of Works and Medical Requirements

The successful service provider will deliver comprehensive emergency medical coverage for the duration of the event. The scope includes:

  • One (1) fully equipped ambulance on site throughout the day
  • Two (2) qualified paramedics on site for the full event duration
  • One (1) fully stocked First Aid Kit, including muscle sprays (cold/hot packs)

RAF’s standard conditions of purchase will apply.

Mandatory Requirements: HPCSA Registration and Compliance

Bidders must submit valid proof of HPCSA registration for both paramedics, in one of the following categories: Emergency Medical Technician, Emergency Care Practitioner, Emergency Medical Responder, Advanced Life Support Practitioner, or equivalent . Failure to submit these certificates by the closing date and time will result in immediate disqualification. The RAF reserves the right to validate and confirm the registration.

Evaluation Criteria: Price and Specific Goals

The RFQ will be evaluated using the 80/20 preference point system, with 80 points for price and 20 points for specific goals based on the Preferential Procurement Policy Framework Act, 2022 . Specific goals points are allocated as follows:

  • HDI ownership (minimum 51%): up to 10 points
  • Women ownership (minimum 51%): up to 8 points
  • Persons with disabilities (minimum 51%): up to 2 points (supported by a valid medical certificate)

In strict alignment with RAF procurement policies, all quotation responses and supporting documentation must be emailed exclusively to Rfq-Menlyn.procurement@raf.co.za. The RFQ number must be clearly stated in the email subject line. Late, incomplete, or hard-copy submissions will not be accepted under any circumstances.
