The Agricultural Research Council (ARC) has issued an open tender (ARC/67/03/2026/2) for the appointment of a Labour Relations Panel for a period of three years. This strategic national procurement targets highly qualified legal and human resources professionals to provide expert labour relations advisory services across the ARC’s operations.

Scope of Services and Strategic Value

The successful bidder(s) will be required to provide specialised labour relations services including:

Chairing Hearings and Grievances:

  • Serve as independent and impartial chairperson in disciplinary hearings, grievance hearings, and incapacity hearings (including ill health and poor performance cases)
  • Ensure compliance with ARC policies, Labour Relations Act, BCEA, and other applicable labour legislation
  • Deliver written findings and/or recommendations within agreed timelines

Workplace Investigations:

  • Conduct thorough investigations into complaints, misconduct allegations, workplace harassment, sexual harassment, and incompatibility cases
  • Prepare investigation reports with factual findings, recommendations, and evidence-based conclusions

Advisory and Mediation Services:

  • Provide expert advice on complex employee relations issues
  • Facilitate mediation or alternative dispute resolution interventions to resolve workplace conflicts

  • Valid tax PIN number from SARS
  • Completed and signed SBD 1, 3.3, 4 & 6.1
  • BBBEE Certificate
  • Resolution letter to sign documents
  • Proof of attendance at compulsory briefing session
  • Certified proof of registration with SABPP or SASLAW

Additional Requirements:

  • Signed Appointment Letter/Letter of Award AND Reference Letter(s) or Completion Letters from past clients
  • Letters must be on company letterhead with contact details, duration and value of contract, nature of services, and satisfaction rating
  • Certified copies of qualifications (LLB, Labour Relations, etc.)
  • Detailed CV with contactable references

Electronic Submission and Tender Fee

A non-refundable tender document fee of R1,150.00 (VAT included) is payable via the PURCO SA website. Strictly no physical, email, or fax submissions will be accepted; all bids must be submitted electronically through the PURCO SA portal.
