Scope of Work
The successful bidder will provide security services including:
- Access and exit control for buildings and premises
- 24/7 guarding and armed response services, 365 days a year
- Roaming patrols on a half-hourly basis
- Ad hoc security for special functions or meetings
Guards must be Grade C or higher and PSIRA-registered. The service provider must supply two-way radios, rechargeable torches, access control books, and smartphones capable of email and WhatsApp communication. A Site Supervisor (Grade B) for armed response is also required.
Mandatory Documents
Failure to submit the following will render the bid non-responsive:
- PSIRA registration (company and all guards)
- Company registration (CK) documents and certified ID copies of directors/owners
- Completed and signed MBD forms 4, 6.1, 8, and 9
- Municipal statement of account or valid lease agreement (bidder and directors)
- Public liability insurance policy to the value of R10 million (if appointed)
Functionality and Evaluation
The 80/20 preference point system applies. Bids must achieve a minimum 70% functionality score to proceed:
- Company Experience (60 points): At least 5 completed security projects score maximum points
- Project Team Experience (40 points): Points awarded for qualifications and PSIRA registration of the Project Manager (Grade A), Team Supervisor (Grade B), and Security Guards (Grade D)
Submission Details
Bids must be placed in the tender box at 32 Govan Mbeki Avenue, Gqeberha, by the closing date. Late, faxed, or emailed bids will not be accepted. Bids remain valid for 90 days.
