The Information Regulator invites bids for the provision of a comprehensive suite of Microsoft licenses. This three-year contract presents a strategic opportunity for authorised Microsoft partners and resellers to support the Regulator’s IT infrastructure .

Scope of Work
The successful bidder will supply and manage a comprehensive Microsoft licensing package for the Regulator’s current Tenant ID and Primary domain, including:
- 170 Microsoft 365 E3 Licenses with Teams, Defender for Office 365, Exchange Online Plan 2, SharePoint Online Plan 2, OneDrive for Business, and Windows 11 Enterprise
- 30 Microsoft Teams Premium Licenses
- 2 Microsoft Entra ID P2 Licenses
- 3 Microsoft Audio Conferencing Licenses
- 10 Microsoft Visio Plan 2 Licenses
- 3 Microsoft Visual Studio Professional 2026 Licenses
Key Requirements
- Bidders must submit a valid Microsoft Partner Certificate or Reseller Certificate confirming authorisation to supply and support the required products.
- The licenses must be linked to the Regulator’s existing Microsoft tenant.
- The appointed service provider will be required to enter into a Service Level Agreement.
Evaluation Process
The bid follows a three-phase evaluation process:
- Phase 1 (Pre-Qualification): Compliance with all administrative requirements
- Phase 2 (Functionality): Minimum 70 out of 100 points required to proceed, based on reference letters, Microsoft Partner Certificate, company profile, and bank rating
- Phase 3 (Price and Specific Goals): 80 points for price, with specific goals points for enterprises with ownership of 51% or more by Black persons (10 points), women (5 points), and youth (3 points)
Submission Details
Bid documents must be deposited in the tender box at the Regulator’s Woodmead office. Bids remain valid for 120 days. The Regulator reserves the right to conduct due diligence and negotiate prices.
