Scope of Services

The successful bidder will provide integrated eye care services across four Cape Metro substructures: Southern/Western, Klipfontein/Mitchells Plain, Tygerberg/Northern, and Khayelitsha/Eastern. Services include visual acuity screening, retinal photography, optometric examinations, spectacle provision (including single vision, bifocal, and high-index lenses), ready-made readers, and contact lens fittings.

Compulsory Requirements

Bidders must comply with strict conditions:

  • Registration on the Central Supplier Database (CSD) at the time of bid closing
  • Valid HPCSA registration of all optometrists and dispensing opticians who will be engaged
  • A licensed optometrist capable of performing cycloplegic refractions must be available in each substructure
  • Bidder must have been in business for at least five years
  • A valid OHS Act Section 37(2) Agreement must be completed and submitted

Evaluation Process

The tender follows a three-phase evaluation:

  • Phase 1: Strict compliance with all compulsory conditions
  • Phase 2: Clinical evaluation of samples, including frames, lenses, and spectacle cases
  • Phase 3: Application of the 90/10 preference points system (90 points for price, 10 for B-BBEE status)

Sample Requirements

Bidders who pass Phase 1 will be requested to provide samples, including hard-coated CR39 lenses, high-index lenses, a minimum of 16 frames across categories, spectacle cases, and ready-made readers. Failure to supply samples will invalidate the bid.

Performance Monitoring

Monthly statistics and reports must be submitted within the first 7 days of each month. Penalties apply for late spectacle delivery, defective products, non-submission of reports, and non-attendance of meetings.

Submission Details

Bids must be deposited in the “Department of Health” bid box at the Supply Chain Management Offices (M9 building) on the Karl Bremer Hospital premises, Bellville, by 11:00 on 4 September 2026. A soft copy on USB must accompany the hard copy.
