Scope of Work

The appointed panel, comprising a maximum of three professional valuers per province, will provide market valuation services for immovable commercial properties, including:

  • Commercial property acquisition, leasing, alienation, and ennoblement
  • Financial reporting valuations
  • Market rental determinations and annual escalation rates
  • Valuation of commercial land parcels and greenfield sites

Key Requirements

The professional valuer must:

  • Hold a recognised property valuation qualification as per the Property Valuers Profession Act, 2000
  • Be registered with the South African Council for the Property Valuers Profession (SACPVP) as a Professional Valuer (Pr Val) or Professional Associated Valuer (Pr Aval), with no restrictions
  • Have at least 10 years of experience, with 5 years post-registration
  • Conduct physical property inspections and market research
  • Submit signed valuation reports and working sheets for quality assurance

Mandatory Documents

Bidders must complete and submit all returnable documents, including:

  • SBD 1 Form and signed Priced Offer
  • Proof of CSD registration and Tax Compliance Status PIN
  • Certificate of Authority for Signatory and Joint Venture Agreement (if applicable)
  • Declaration of Interest, Past SCM Practices, and Fronting Practices
  • B-BBEE Verification Certificate and Specific Goals Claim Form
  • CVs, qualifications, and SACPVP registration certificates

Evaluation and Compliance

The tender uses the 80/20 preference point system:

  • Functionality (Step 2): Minimum 65 out of 100 points required to proceed
  • Price and Specific Goals (Step 3): 80 points for price, 20 points for B-BBEE status level
  • Post-Tender Negotiations (Step 4): SANRAL may negotiate for market-related pricing
