The Transnet National Ports Authority (TNPA) has issued Request for Proposal TNPA/2026/07/0005/114605/RFP for the repairs to a portable stainless steel water pipeline. This strategic six-month contract targets experienced civil and marine engineering contractors to maintain critical infrastructure at the Port of Durban.
Scope of Works and Infrastructure Repairs
The primary scope involves re-welding and repairing a stainless-steel potable water pipeline located at various elevations on the pipe rack, with work required at heights of up to 6.5 metres . Key deliverables include:
- Remedial Welding: Back grinding existing seam welds to the root and re-welding using Tungsten Inert Gas (TIG) welding, adhering to SANS standards.
- Sleeve Installation: Fabricating and welding stainless steel sleeves (in two halves) around the repaired sections for reinforcement.
- Non-Destructive Testing (NDT): Conducting Liquid Penetrant Inspection (LPI) on all welds to verify integrity.
- Installation: Supplying and installing stainless steel air bellows with flanges and 80mm ball valves.
- Completion: Supplying as-built drawings, NDT reports, material certificates, and a data pack.
The estimated quantities include work on approximately 120 welds for 200mm diameter pipes and 60 welds for 150mm diameter pipes .
Mandatory and Pre-Qualification Criteria
To be considered, bidders must meet stringent administrative, substantive, and technical pre-qualification criteria :
- CIDB Grading: Bidders must be registered with the CIDB, or capable of being so, in a contractor grading designation of 3ME or higher.
- Compulsory Attendance: A representative of the tendering entity must attend the compulsory clarification meeting.
- Technical Certifications: Submission of valid trade test certificates and proof of registration with the Plumbing Industry Registration Board (PIRB). The plumber must be authorised to issue Certificates of Compliance (COC).
- Safety Officer: Proof of registration with the South African Council for the Project and Construction Management Professions (SACPCMP) for the Safety Officer.
- Welding: Proof of welding trade test certificate for personnel conducting welding activities.
Compulsory Briefing Session Protocols
Attendance at the pre-bid clarification meeting is strictly mandatory. Bidders who fail to attend and sign the register will be automatically disqualified. Original ID documents are required for site access verification.
