City of Cape Town Tender: Combat Uniform and Equipment Supply

The City of Cape Town has issued an open tender (25G/2026/27) for the supply and delivery of combat uniforms and equipment for the Safety and Security Directorate. This strategic 36-month contract targets qualified apparel and safety equipment manufacturers to support the city’s law enforcement and disaster risk management personnel.

Scope of Works and Equipment Standards

The tender covers a wide range of uniform items and equipment, categorised by department (Metro, Traffic/LE, DRM). Examples of required items include:

  • Combat Shirts: Short and long-sleeve variations for men, ladies, and unisex, in various colours (Metro Blue, Navy Blue, Royal Blue). Features include gladneck collars, epaulettes, and specific branding.
  • Combat Trousers: Unisex options with belt loops, cargo pockets, and piping where required.
  • Jumpsuits: One-piece coveralls in Ripstop, D59, and D59R fabrics, with adjustable features.
  • Protective and Weather Gear: Windbreaker jackets, rainsuits (Class 3 visibility), softshell jackets, and reflective bunny jackets.
  • Accessories and Equipment: Socks, tactical belts, hats, elbow/knee guards, gloves, holsters, torches, handcuffs, batons, and helmets.

Technical and Quality Requirements

The City requires compliance with strict specifications:

  • Fabric Performance: All uniforms must meet minimum standards for composition, mass, colourfastness, tensile strength, and abrasion resistance as per ISO and SANS standards.
  • Mandatory Documents: Bidders must submit test certificates (from an ISO/IEC 17025:2017 accredited lab), a manufacturer’s capability report (with a rating no less than 80%), and product datasheets.
  • Samples: Samples of specific items are required for evaluation and must be delivered separately to the address provided in the tender document.
  • Certificates: Compliance certificates for items like jumpsuits (SABS/SANS 1387-4:2024) and boots are required.

Compulsory Briefing Session

Attendance at the pre-bid clarification meeting is strictly mandatory. Bidders must arrive on time, as latecomers will not be permitted entry and will be summarily disqualified.

Mandatory Compliance and Submission Protocols

A non-refundable tender fee of R200 applies. Bidders must possess a valid Central Supplier Database (CSD) registration and a current SARS Tax Compliance Status PIN. Sealed bid documents must be deposited in the official Tender Box 182 at the Tender Distribution Office, 2nd Floor, Civic Centre, 12 Hertzog Boulevard, Cape Town. Emailed, faxed, or late submissions will not be accepted.
