The South African Post Office Limited (SAPO) has issued Request for Proposal RFP 26.27.10 for the supply and delivery of Original Equipment Manufacturer (OEM) cartridges. This strategic procurement targets qualified IT and office supply vendors to meet SAPO’s dynamic internal consumable requirements across its Gauteng operations.

Scope of Supply and Delivery

The appointed service provider will be responsible for the supply and delivery of OEM cartridges or equivalent products that meet the functionality requirements . Key aspects include:

  • Delivery Lead Time: Delivery must be completed within 5 working days from receipt of a purchase order .
  • Packaging: Each cartridge must be labelled with the order number, quantity, catalogue number, and product description.
  • Product Authenticity: SAPO reserves the right to conduct product testing and inspections to confirm that only original or functionally equivalent cartridges are supplied. Refurbished products will not be accepted, and bidders will be disqualified on product testing .
  • Experience: Bidders are required to have a minimum of two years’ experience in supplying OEM cartridges or similar products within the past three years from the bid closing date.

Evaluation Criteria

Bids will be evaluated in four phases:

  1. Gatekeeping: The bidder must complete and provide pricing on ALL cartridge types listed in the pricing schedule.
  2. Bid Conditions: Submission of a signed commitment letter (Annexure BL), completed client references (Annexure BR), CSD registration, and SBD forms.
  3. Commercial Evaluation: An 80/20 or 90/10 preference point system will be used, where points are awarded for price and specific goals (Black, Youth, Women, and Disabled ownership).
  4. Due Diligence: Product testing and verification of client references.

Strict Physical Submission Protocols

In alignment with SAPO’s secure procurement policies, all proposal envelopes must be clearly marked and physically deposited in the designated SAPO SCM tender box. Emailed, faxed, or late submissions will not be accepted under any circumstances. The bid validity period is 180 days from the closing date.
