The Moqhaka Local Municipality has issued an open tender (2/2/001/2026-27) for the appointment of a service provider to supply, deliver, and install antivirus software, including 36 months of technical support. This strategic IT procurement aims to fortify the municipality’s digital infrastructure against evolving cyber threats.
Scope of Works and IT Security
The appointed service provider will be responsible for delivering a comprehensive cybersecurity solution, including:
- Supply and Installation: Deploying antivirus software across 350 users and 20 servers.
- Training: Providing training on Advanced Threat Protection (ATP), Managed Detection and Response (MDR), Extended Detection and Response (XDR), and Indicators of Compromise (IoC) solutions .
- Ongoing Support: Offering full technical support, patch management, and maintenance for the 36-month contract period.

Attendance at the pre-bid clarification meeting is strictly mandatory. Bidders who fail to attend and sign the register will be automatically disqualified from the evaluation process.

Technical Requirements
The antivirus software must meet stringent technical specifications, including:
- Support for Windows Professional/Enterprise/Server (64-bit).
- Integration with sandbox environments for automatic scanning and response.
- A centralized management console (on-prem and cloud-hybrid).
- Features such as endpoint security, intrusion prevention, patch management, and vulnerability scanning.
- An 80/20 preferential points system will be used, with 80 points for price and 20 for specific goals.
Mandatory Documents
To be considered, bidders must submit a complete tender document, including:
- Valid Tax Clearance Certificate or SARS TCS PIN.
- Company registration documents (CIPC) and certified ID copies of directors.
- Proof of CSD Registration.
- Valid B-BBEE certificate or sworn affidavit.
- Completed Municipal Form or rates and taxes statement.
- Proof of locality within the Moqhaka Local Municipality area.
Submission Guidelines and Venue
Sealed bid documents must be hand-delivered to the official tender box at the Magasyn Building, Cnr 11th & 12th Way, Kroonstad, before the strict deadline. Late, emailed, or faxed submissions will not be accepted.
