The Housing Development Agency (HDA) has issued Request for Proposal HDA/HO/2026/007 for the appointment of a service provider to render comprehensive cleaning and hygiene services. This strategic 36-month contract targets qualified facility management firms to maintain a pristine, safe, and professional working environment at the HDA Head Office in Gauteng.

Scope of Works and Facility Support

The appointed service provider will be responsible for delivering comprehensive cleaning and hygiene services at the HDA Head Office, a facility of approximately 3,500 square metres with about 180 parking spaces. The scope includes:

  • Staffing: Providing six (6) cleaning staff working on a daytime rotational shift basis of forty-five (45) hours per week. One of the cleaners must be appointed as a supervisor.
  • Daily Duties: Ensuring that all vacuuming and polishing of offices is completed by 08h00 daily. The cleaning schedule must cover all areas, including floors, carpets, dusting, blinds, refuse disposal, toilets, kitchens, boardrooms, and basement parking areas.
  • Equipment: Providing at least four (4) industrial heavy-duty carpet cleaners, as well as brooms, mops, buckets, hazard signs, and toilet brushes.
  • Consumables: Supplying monthly cleaning and hygiene consumables, including dishwashing liquid, bleach, Handy Andy, furniture polish, refuse bags, toilet paper, and hand soap.
  • Specialised Waste: Disposing of hazardous biological waste from sanitary bins weekly, with waste manifests to be provided.

Mandatory Equipment and Standards

The contractor is solely responsible for supplying all necessary equipment. This includes a minimum of four industrial heavy-duty wet-and-dry carpet cleaners, soft and hard brooms, mops, trolleys, scrubbing brushes, window squeegees, and hazard warning signs. Toilet brushes must be replenished every six months. Crucially, all vacuuming and polishing must be completed by 08:00 daily to minimize operational disruption.

Evaluation Process

Proposals will be evaluated in three stages:

  1. Compliance (Stage 1): Verification of all required documentation, including SBD forms, CSD registration, and a valid Letter of Good Standing with the Compensation for Occupational Injuries and Diseases Act (COIDA).
  2. Technical Evaluation (Stage 2): A functionality evaluation out of 100 points, with a minimum threshold of 70 points to proceed. The criteria include company experience, competent staff, project plan, and health and safety plans.
  3. Price and Specific Goals (Stage 3): An 80/20 point system will be used to evaluate price (80 points) and specific goals (20 points). Specific goals include points for Black Women Owned, Youth, Disabled People, Military Veterans, and Historically Disadvantaged South Africans.

Strict Physical Submission Protocols

In alignment with HDA’s secure procurement policies, all proposal envelopes must be clearly marked and physically deposited in the designated HDA tender box. Emailed, faxed, or late submissions will not be accepted under any circumstances. The bid validity period is 120 business days from the closing date.
