Transnet Property has issued Request for Proposal TP/2026/04/0060/4064/RFP for the provision of comprehensive cleaning services across the KwaZulu-Natal Coastal and surrounding areas. This strategic 36-month contract targets qualified facility management firms to maintain safe, hygienic, and professionally managed environments at Transnet’s regional facilities.
Scope of Works and Facility Coverage
The mandate encompasses daily, weekly, and monthly cleaning operations at various Transnet-owned and managed facilities, primarily ranging across Durban and the broader KZN Coastal region. The appointed service provider will be responsible for all consumables, waste removal, and adherence to strict occupational health and safety standards.
Mandatory Returnable Documents
Bidders must submit the following mandatory documents. Failure to provide any will result in disqualification:
- BCCCI Registration: Valid proof of registration with the Bargaining Council for the Contract Cleaning Service Industry KwaZulu Natal.
- COIDA Letter of Good Standing: Valid letter from the Department of Labour.
- Public Liability Insurance: Certified proof of a minimum of R2,000,000.00 cover.
Technical Evaluation Criteria
Bidders must score a minimum 80 out of 100 points in the technical evaluation to proceed. Criteria include:
- Management & CVs (20 points): Operations Manager experience in commercial contracts (minimum 20,000 m²).
- Service Implementation Plan (20 points): Covering strike contingency, training, HR procedures, and transport plans.
- Risk Assessment (15 points): Comprehensive Health and Safety Plan for cleaning services.
- Company Experience (20 points): Six similar services with proof of appointment.
- Method Statement (25 points): Covering health and safety, maintenance approach, quality control, and compliance.
