Stellenbosch Municipality has issued an open tender (BSM 122/26) for the appointment of a qualified Quantity Surveyor and Principal Agent. This strategic contract targets experienced construction professionals to oversee the comprehensive renovation of Erven 1977 and 1978 on Andringa Street.
Scope of Wellness Services
The Principal Agent/Quantity Surveyor will play a pivotal role in the renovation project, which includes:
- Repairing cracks on boundary walls and painting
- Replacing the existing roof, including rafters, roof sheets, fascia boards, gutters, and downpipes
- Repairing cracks on all external and internal walls and painting
- Repairing or replacing internal and external doors and windows (sash windows must be serviced or repaired with advice from a Heritage Professional)
- Repairing the front stoep
- Repairing or replacing all electrical fittings/fixtures and upgrading ICT cabling
- Repairing or replacing internal stairs and the wooden/timber slab floor
- Installing or upgrading fire equipment and the alarm system
- Managing the drafting of building plans for submission and approval
- Applying for approval of the renovation work with Heritage Western Cape
Quantity Surveyor Duties:
- Estimating and cost advice
- Preparing preliminary and comprehensive estimates
- Preparing bills of quantities for tender purposes
- Preparing final accounts
- Adjudicating and resolving financial and contractual aspects of claims
Principal Agent Duties:
- Needs analysis
- Managing the procurement of contractors
- Monitoring and reviewing payment certificates
- Receiving, reviewing, and adjudicating contractual claims
- Issuing completion certificates
- Preparing and presenting project close-out reports
Mandatory Experience and Requirements
Bidders must demonstrate a proven track record in heritage building renovations. Proposals must include verified details of at least three successfully completed projects of similar size and nature (minimum value of R500,000 per project, excluding VAT) within the past five years. Furthermore, the Principal Agent must reside in the Western Cape and be based within a 100-kilometre radius of Stellenbosch.
Compulsory Clarification Meeting
Attendance at the physical clarification meeting is strictly enforced. Tenderers who fail to attend and sign the register will be regarded as non-compliant and immediately disqualified.

- Proof of authority for the authorised signatory.
- Any additional returnable schedules and supporting documents specified in the tender document.
Failure to provide mandatory documentation may result in disqualification.
Physical Submission Protocols
Sealed tender documents, clearly endorsed with the tender number and title, must be deposited in the official tender box at the Town House Complex. Late, electronic, or faxed submissions will not be considered under any circumstances.
