Compulsory Physical Briefing Session

Attendance at the briefing session is mandatory for all prospective bidders.

  • Note: In the case of Joint Ventures or Consortia, the lead entity must attend the briefing session.

Scope of Works

The project involves the construction of new carports at the Aliwal North Engineering Campus. The scope includes:

  • Site clearance and removal of debris
  • Bulk excavation in earth
  • Casting reinforced concrete
  • Installation of structural steel posts, beams, braces, and roof sheets
  • Installation of rainwater goods
  • Paint works on steel structures, concrete, and roof sheeting

Mandatory Requirements and Returnable Documents

Bidders must submit the following documents to be considered:

  • Completed and signed Form of Offer and Acceptance
  • Declaration of Interest (SBD 4)
  • Certificate of Independent Bid Determination (SBD 9)
  • Resolution of Board of Directors
  • Briefing Session Certificate
  • CIDB Registration Certificate (2GB/CE or higher)
  • Original Valid Tax Clearance Certificate
  • Letter of Good Standing with the Workers Compensation Fund
  • OHS File Declaration
  • Workmanship Guarantee Letter
  • Proposed Programme of Works
  • B-BBEE Verification Certificate
  • Original and scanned documents on USB

Functionality Evaluation Criteria

Tender bids scoring less than 70% on functionality will NOT be considered for further evaluation:

  • Experience (35 points): 3-5 appointment, completion, and reference letters for similar projects completed in the last 5 years
  • Locality (15 points): Preference for bidders within Ikhala district or Eastern Cape
  • Project Execution Plan (15 points): Detailed plan including tasks, duration, milestones, and responsibilities
  • Technical Capability (35 points): Site Agent/Construction Supervisor with 5+ years experience and Foreman with 3+ years experience

Additional Requirements

  • The contractor must train a minimum of 5 Ikhala TVET College students
  • Commencement of works within 7 working days after site possession
  • A non-refundable fee of R150.00 for bid documents
  • All documentation must be valid at the time of bid closure

Submission Instructions

Bids must be hand-delivered, containing one original completed in black ink, together with a USB containing scanned documents. Failure to submit the USB will result in disqualification.
