The Department of Rural Development & Land Reform (DLRRD) has invited experienced service providers to submit bids for the provision of garden maintenance services at the Free State Deeds Registry in Bloemfontein. The successful bidder will be appointed for a period of 36 months to maintain the facility’s landscaped areas, ensuring a clean, safe and professional environment.

This is an open tender and interested companies must note that attendance of the compulsory briefing session and site inspection is mandatory. Failure to attend will result in automatic disqualification.

Scope of Work

The appointed contractor will provide comprehensive garden maintenance services including:

  • Lawn mowing and edging
  • Shrub pruning and maintenance
  • Weed and pest control
  • Fertilisation
  • Irrigation monitoring
  • Leaf litter and garden refuse removal
  • Supply and maintenance of gardening equipment
  • Provision of protective clothing and uniforms for personnel

The contractor will be required to provide one working supervisor and one general worker to perform the services throughout the contract period.

Mandatory Requirements

Bidders must ensure they meet the mandatory requirements before submitting a proposal, including:

  • Attendance of the compulsory briefing and site inspection.
  • Valid COIDA Letter of Good Standing.
  • Public Liability Insurance of at least R1 million (or proof of intent).
  • Tax compliant status on the Central Supplier Database (CSD).
  • Proof of authority to sign the bid documents.
  • Compliance with minimum wage requirements for gardening personnel.

Evaluation Process

The bid will be evaluated in two stages:

  • Functionality assessment.
  • 80/20 Preference Points System.

Functionality scoring will consider company experience, personnel capability, training plans, protective clothing, and methodology. Only bidders meeting the minimum functionality requirements will proceed to the preference points evaluation stage.
