The Department of Public Works and Infrastructure in the Free State invites suitably qualified, registered security companies to bid for a place on a panel of security service providers for a period of three (3) years. This tender, advertised as DPWFS (T) 004/2026, seeks to appoint security firms to deliver services on an “as and when” required basis across various sites in the province.

The successful bidders will form a panel from which task orders will be issued on a rotational basis to ensure expenditure is distributed fairly and equitably. The Department reserves the right to appoint up to ten service providers onto the panel, with the potential to extend the contract for a further two years subject to satisfactory performance.

Scope of Work and Service Requirements

The appointed service providers will be expected to provide comprehensive security services within the borders of the Free State Province. This includes armed and unarmed guarding, on-site patrolling, access control, and incident management at DPWI premises and buildings. Bidders may apply for up to three of the five regions: Motheo, Xhariep, Lejweleputswa, Fezile Dabi, or Thabo Mofutsanyane.

Compulsory Briefing Session

Attendance at the compulsory clarification meeting is mandatory for consideration. It will be held on 30 July 2026 at 11:00 at Number 1 Hospital Road, Kroonheuvel, Kroonstad (Voortrekker Hospital). Tenderers must ensure they complete and sign the attendance register, and no latecomers will be entertained.

Mandatory Documentation and Eligibility

Bidders must submit a comprehensive suite of documents to be deemed responsive. The key mandatory requirements include:

  • Valid SARS PIN and CSD Registration Report (not a summary, not older than 3 months)
  • CIPC Registration Certificate (certified copy)
  • Company and Directors’ PSIRA Registration Certificates (Grade A & B)
  • Letters of Good Standing from PSIRA, COIDA, and NBCPSS
  • Registration with the Private Security Sector Provident Fund (PSSPF)
  • Certificate of Registration with the National Bargaining Council for the Private Security Sector (NBCPSS)
  • A minimum of six valid firearm licenses and competency certificates
  • Valid ICASA radio license or contract with a licensed holder
  • Public Liability Insurance Policy to the minimum value of R10,000,000.00
  • SBD forms 1, 3.2, 3.3 and 4
  • Signed Declaration of Secrecy documents
  • Annual Financial Statements Declaration

Evaluation Criteria and Functionality

The evaluation of bids will be conducted in five stages. Following the mandatory compliance check, functionality will be evaluated where bidders must score a minimum of 109 out of 155 points. The functionality criteria assess company experience, key staff qualifications, operational capacity, and an operational plan. A minimum of 5+ years’ experience is required for key personnel.

Price and Preference

The tender will be evaluated using the 80/20 preference point system. Price will account for 80 points, and specific goals, including Free State-based companies, gender, race, youth, and disability ownership, will account for 20 points.
