ATNS Seeks Security Upgrade: Container Cages and Burglar Door

Air Traffic and Navigation Services (ATNS) has issued a Request for Quotation (RFQ) for the appointment of a service provider to supply, deliver, and install heavy-duty security equipment at its remote sites across South Africa . This is a direct procurement opportunity for fabricators and installers of steel security products.

Key Details and Submission Deadline

The RFQ, identified as ATNS/RFQ0017/BS/25/26/Container, has a fast-approaching closing date of 23 July 2026 at 11:00 . Bids must be submitted exclusively through the National Treasury’s e-Submission (e-Tender) portal; email submissions will not be accepted.

Scope of Work

The project entails the supply, fabrication, delivery, and installation of security equipment at three ATNS sites :

  • Vryburg Site: 1 x heavy-duty container cage (6m x 3m x 3m) to surround a container
  • Leeuwkop Site: 1 x heavy-duty container cage (2.6m x 2.4m) to surround a container
  • Phalaborwa VOR Site: 1 x burglar door (1630mm x 2032mm) with a heavy-duty padlock protector

All steelwork must be galvanised and powder-coated black for corrosion resistance. A 5-year warranty is required, and the estimated duration for the complete service is 15 working days from appointment.

Documents Required

Bidders must submit the following documents with their proposals:

  • SBD 1: Invitation to Bid (Part A) – completed and signed
  • SBD 1: Terms and Conditions for Bidding (Part B) – completed and signed
  • SBD 3.1: Pricing Schedule – fully completed and signed
  • SBD 4: Bidder’s Disclosure – completed and signed
  • SBD 6.1: Preference Points Claim Form – completed and signed
  • POPIA Consent Form: Protection of Personal Information consent – completed and signed
  • General Conditions of Contract: Accepted
  • SARS Tax Compliance PIN: Valid proof of tax compliance (valid for 60 days)
  • CSD Report: Latest full Central Supplier Database registration report
  • CIPC Documents: Full copies of official registration documents
  • Shareholder Certificates: With ID copies of all shareholders/directors
  • B-BBEE Certificate: Valid certificate from SANAS-accredited agency or Sworn Affidavit (for EMEs/QSEs)
  • Bidding Structure Form: Completed indicating type (Individual/JV/Consortium) and bidder type (OEM/Distributor)

Stage 1: Administrative Requirements

Bidders must submit proof of SARS Tax Compliance (valid PIN), a full CSD report, CIPC registration documents, shareholder certificates with ID copies, and a valid B-BBEE certificate or sworn affidavit .

Stage 2: Price and Specific Goals

The RFQ uses an 80/20 preference points system. Up to 80 points are awarded for price, and 20 points are for ATNS Specific Goals, which are focused on transformation . Bidders can claim points for 51% Black Ownership (10 points) and 30% Black Woman Ownership (10 points).
