ATNS Seeks Contractor for Delft High School Science Lab Refurbishment

The Air Traffic and Navigation Services (ATNS) has published a Request for Quotation (RFQ) for the appointment of a suitably qualified and experienced service provider to refurbish the science laboratory at Delft High School in the Western Cape . This is a targeted opportunity for contractors with CIDB grading 2GB or higher to undertake a complete laboratory upgrade.

Key Details and Submission Deadline

The RFQ, identified as ATNS/RFQ/01/2026/302_CSI, is open for submissions until 31 July 2026 at 11:00 . Bids must be submitted exclusively through the National Treasury’s e-Submission (e-Tender) portal; email submissions will not be accepted.

Compulsory Site Visit

A compulsory site visit will take place on 24 July 2026 at 11:00 at Delft High School, The Hague, Cape Town, 7101. Attendance is mandatory for bid consideration.

Scope of Work

The project entails a comprehensive refurbishment of the science laboratory, including:

  • Demolition and Removal: Removal of old services, rubble, waste chemicals, and relocation of unused equipment
  • Furniture and Fixtures: Refurbishment of teacher workstation, supply and installation of 10-shelf wooden cabinet, repair and refinish worktables, design and installation of student workstations for 40 students, and supply of 40 ergonomic science lab chairs
  • Utility/Plumbing Installations: Connect sinks to water supply, install gas lines to worktables, and supply and install a 1500L chemical-resistant underground conservancy tank
  • Technology and Safety Systems: Supply and install smart board, ceiling-mounted projector, and fire extinguishers
  • Doors and Windows: Supply and install security fire doors and window blinds
  • Testing and Commissioning: Testing of plumbing, gas, and electrical systems

Stage 2: Mandatory Requirements

Bidders must comply with the following mandatory requirements:

  • CIDB Grading: 2GB or higher
  • Presence: Bidder must be situated in the Western Cape Province (submit utility bill, lease agreement, title deed, or official letter with councillor stamp)
  • COIDA Compliance: Valid Letter of Good Standing with Compensation Commissioner or Registered Mutual Association Policy Insurance
  • Company Experience: Minimum of two contactable reference letters for refurbishment projects completed within the past 5 years
  • Qualifications and CVs: Submit CVs of Site Foreman (with Safety Officer certification) and Construction Management personnel

Stage 3: Price and Specific Goals

The RFQ uses an 80/20 preference points system. Up to 80 points are awarded for price, and 20 points are for ATNS Specific Goals, focused on transformation. Bidders can claim points for 51% Black Ownership (10 points) and 30% Black Woman Ownership (10 points).
