The South African Revenue Service (SARS) has issued an open tender (RFP 10/2026) for the provision and delivery of high-volume stationery commodities. This strategic 36-month contract targets capable suppliers to support SARS’s day-to-day administrative and operational functions across all national business units.
Scope of Work and Business Requirements
The appointed service provider(s) will supply essential stationery items critical for service delivery. Bidders must demonstrate the capacity to handle bulk orders, ensure timely nationwide distribution, and maintain strict quality standards as outlined in the Business Requirements Specification.

Mandatory Compliance and Submission Rules
Bidders must be registered on the Central Supplier Database (CSD). Proposals can be submitted physically via the SARS tender box or couriered to the Procurement Tender Office. All returnable documents must be strictly adhered to.

Prequalification Documents (Gate 0):
- SBD 1: Invitation to bid form (completed and signed)
- SBD 4: Bidder’s Disclosure (completed and signed)
- SBD 6.1: Preference points claim form (completed and signed to claim B-BBEE points)
- Supplier Risk Questionnaire (completed and signed)
Mandatory Evaluation Documents (Gate 1):
- Proof of registration on the Central Supplier Database (CSD)
- Draft Service Agreement and General Conditions of Contract (GCC) – acceptance indicated in proposal covering letter
- A complete set of three (3) most recent years annual financial statements (audited or independently reviewed)
- Proof of footprint or presence in each cluster(s) bidding for (utility bill, municipal account, title deed, or rental/lease agreement)
