The Road Accident Fund (RAF) has issued an open tender (RAF/2026/00035) for the appointment of service providers to render physical security guarding services. This strategic five-year contract targets PSIRA-registered security firms to safeguard RAF Customer Experience Centres across three provinces.
Scope of Works and Provincial Coverage
The mandate requires 24/7 physical security guarding, armed response, and VIP protection at the Polokwane, Mafikeng, and Kimberley offices. Bidders must establish a local operational base within 50km of each target RAF office, complete with a fully functional 24/7 control room, backup power, and branded vehicles.
Mandatory PSIRA and Experience Criteria
Strict compliance with the Private Security Industry Regulatory Authority (PSIRA) is non-negotiable. Bidders must deploy Grade C officers and Grade B supervisors with verified two-year experience. Proposals will undergo a rigorous functionality evaluation, requiring a minimum threshold of 70 points before price and specific goals are considered.
Mandatory Requirements for Bidders
Bidders must submit separate bids for each office they are bidding for and comply with all requirements to avoid disqualification . Key mandatory documents include:
- Valid PSIRA Registration Certificate for the company and all directors
- PSIRA Letter of Good Standing (not older than three months from closing date)
- COIDA Letter of Good Standing (not older than twelve months)
- Established Office within 50km of the relevant RAF office, with proof via municipal statement or lease agreement
- Valid Tax Compliance Status PIN (TCS) or CSD registration number
- Completed and signed SBD forms (SBD 1, 3.1, 4, 5, and 6.1)
Bidders must also provide certified copies of PSIRA certificates and matric/grade 12 certificates for all proposed resources, including one Grade B supervisor and specified Grade C security officers for each site.
Compulsory Provincial Briefing Sessions
Attendance at the mandatory pre-bid site briefings is strictly enforced per province. Failure to attend will result in immediate disqualification.

Physical Submission Protocols
In alignment with RAF’s secure procurement policies, emailed or faxed bids will not be accepted. Original bid documents and soft copies must be hand-delivered or couriered in sealed envelopes to the RAF Head Office tender box.
