NLC Seeks Grocery Supplier for KZN Office in Durban

The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ2026-007-004) for the supply and delivery of groceries to its KwaZulu-Natal Provincial Office. This targeted procurement aims to ensure the seamless provisioning of essential pantry consumables for the NLC’s regional hub in Durban.

Scope of Supply and Regional Support

The appointed service provider will be responsible for the supply and delivery of groceries to the NLC’s KwaZulu-Natal Provincial Office.

Items required include:

  • Jacobs Coffee (200g case) – 4 cases
  • Brown Sugar (10kg) – 5 units
  • Freshpak Rooibos Tea (80 teabags) – 6 units
  • Five Roses Ceylon Teabags (100s) – 3 units
  • Clover Full Cream Long Life Milk (6x1L) – 24 packs
  • Nestle Creamora (750g bulk case) – 1 case
  • Brookes Tru-Lem (2 Litre) – 5 units
  • Little Bee Honey (1kg) – 5 units
  • aQuelle Still Water (12x500ml) – 8 packs

Mandatory Electronic Submission Rules

In alignment with the NLC’s digital procurement strategy, email submissions will strictly not be accepted. Bidders must exclusively utilize the National Treasury’s eTender Portal for electronic submissions to ensure transparency and secure processing.

Compliance and Evaluation Criteria

Proposals will be evaluated using the 80/20 preferential procurement system. Bidders must submit a fully completed declaration of interest (SBD 4), the official NLC Excel Pricing Annexure, and proof of valid Central Supplier Database (CSD) registration.

Mandatory Documents

Bidders must submit the following documents with their quotation.

Required Documents:

  • SBD 1: Invitation to Bid (fully completed and signed)
  • SBD 4: Declaration of Interest (fully completed and signed)
  • SBD 6.1: Preference Points Claim Form
  • CSD Registration Report
  • Valid SARS Tax Compliance PIN
  • Pricing Schedule (NLC Excel Pricing Annexure must be completed and submitted separately from the technical proposal)
  • POPIA Consent Form
  • Valid BBBEE Certificate or Sworn Affidavit
  • Joint Venture Agreement (if applicable)
