Newcastle Local Municipality has issued an open tender (A042-2025/26) for the provision of external security services. This strategic 36-month contract targets PSIRA-registered security firms to safeguard municipal assets, personnel, and critical infrastructure across KwaZulu-Natal.

Scope of Works and Zonal Deployment

The appointed security service provider will deliver armed guarding and visible patrol services across Newcastle Municipality’s assets .

The contract covers four zones :

  • Zone 1 (Newcastle North and West 1): 43 Security Officers, 2 Zone Supervisors, 1 Operations Manager across 9 sites .
  • Zone 2 (Newcastle West 2): 59 Security Officers, 2 Zone Supervisors, 1 Operations Manager across 24 sites .
  • Zone 3 (Electrical and Water Pump Stations): 42 Security Officers, 2 Zone Supervisors, 1 Operations Manager across 20 sites .
  • Zone 4 (Madadeni and Osizweni): 60 Security Officers, 2 Zone Supervisors, 1 Operations Manager across 28 sites .

Mandatory Functionality and Compliance

Bidders must achieve a minimum functionality score of 80% to qualify for evaluation. Strict compliance with the Private Security Industry Regulatory Authority (PSIRA) and the Basic Conditions of Employment Act is non-negotiable. The municipality requires detailed threat and risk assessment reports for all listed sites within the respective zones.

Mandatory Requirements

The following requirements are mandatory and failure to comply will result in disqualification :

  • Valid PSIRA Company Registration Certificate and Grade A Certificates for all directors and members .
  • Valid Letter of Good Standing with PSIRA .
  • Company Firearms Registration and Compliance Inspection Report from SAPS .
  • Public Liability Insurance worth minimum R10 million .
  • Letter of Good Standing with Provident Fund .
  • ICASA registration for handheld radios and base stations .
  • Roadworthy and branded LDV vehicles .
  • Firearms training and competency certificates for all security personnel

Compulsory Briefing Session

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders who fail to attend will be automatically disqualified from the evaluation process.
