Western Cape Health Tender: OPC Cleaning Services in Pinelands

Western Cape Government Health and Wellness has issued an open tender (WCGHSC0369/1/2026) for a comprehensive cleaning service at the Orthotic and Prosthetic Centre (OPC) in Pinelands. This three-year contract targets professional facility management firms to maintain stringent hygiene standards in a critical healthcare environment.

Scope of Services and Equipment Supply

The appointed provider will supply all necessary cleaning equipment, specialized chemicals, and daily consumables. The mandate requires managing rigorous cleaning schedules, medical waste protocols, and ensuring a sterile environment for patients and staff at the Forest Drive facility.

Compulsory Briefing and Site Meetings

Attendance at the mandatory pre-bid sessions is strictly enforced. Bidders who fail to attend will face immediate disqualification from the evaluation process.

  • Site Meeting: 15 July 2026 at 10:00 (OPC Boardroom)
  • Briefing Session: 15 July 2026 at 11:00 (Main Boardroom at the OPC)

Mandatory Compliance and Healthcare Experience

Bidders must demonstrate at least two years of accumulated contract cleaning experience specifically within a health environment. Submissions must include valid Central Supplier Database (CSD) registration, tax clearance, and proof of sustainable public procurement practices regarding eco-friendly cleaning materials.

Bidders must ensure the following documents are completed and submitted with their bid offer:

  • WCBD1 – Invitation to Bid (completed and signed)
  • WCBD3.2 – Pricing Schedule
  • WCBD4 – Declaration of Interest
  • WCBD6.1 – Preference Points Claim Form
  • Valid Tax Clearance Certificate or TCS PIN from SARS
  • Valid B-BBEE Verification Certificate or Sworn Affidavit (for EMEs and QSEs)
  • Annexure A – Occupational Health and Safety Agreement (signed)
  • Annexure B – Company Profile (including qualifications and experience)
  • Material Data Safety Sheets for all cleaning products (mandatory – no submissions accepted after closing)
  • Proof of registration on the Central Supplier Database (CSD)
  • Proof of Public Liability Insurance (minimum R5 million cover)
  • Proof of COIDA registration
  • Signed Declaration confirming compliance with compulsory evaluation criteria

All supporting documents must be originals or certified copies not older than three months.

Submission Guidelines and Deadlines

Sealed bid proposals must be deposited at the designated Western Cape Health tender box before the strict closing deadline.
