The Eastern Cape Department of Transport has issued an open tender (SCMU10-26/27-0008) for a professional security service provider. This 24-month contract aims to secure departmental resources, including plant, materials, and personnel, at the Coffee Bay to Zithulele Construction Project.
Scope of Works and Site Security
The appointed service provider will be responsible for safeguarding departmental resources at the Coffee Bay to Zithulele Construction Project.
Key deliverables include:
- Manpower: Deployment of 24 security officers covering two shifts (Day shift: 06:00-18:00; Night shift: 18:00-06:00) . This includes 2 Grade B Supervisors and 22 Grade C Security Guards.
- Access Control: Management of entry and exit points, vehicle and personnel searches, and maintaining access registers.
- Patrol and Response: Provision of professional armed response services, including a dedicated patrol vehicle with a tracking system.
- Equipment: Provision of communication devices, guard monitoring/clocking system, access control system, firearms with valid licenses, metal detectors, torches, and other necessary security equipment.
- Reporting: Maintenance of detailed registers (occurrence books, patrol registers, firearm registers) and submission of monthly service reports .
Mandatory PSIRA Compliance and Functionality
Bidders must hold valid registration with the Private Security Industry Regulatory Authority (PSIRA). The evaluation includes a strict functionality assessment requiring proven experience in construction site security, supervisor competence, and provision of standard security equipment.

- SBD 7.2: Contract Form for Services (Part 1 Only)
Supporting Certificates and Proof:
- Valid PSIRA Certificate (“New Certificate” in the bidder’s name)
- Valid Letter of Good Standing from PSIRA (valid at bid closure date)
- Valid Directors PSIRA Registration Certificate (Grade A or B)
- Proof of Registration with Provident Fund and Valid Letter of Good Standing
- Minimum of two (2) valid company firearm licenses certified by SAPS
- Valid Certificate of Registration with National Bargaining Council for the Private Security Sector (NBCPSS)
- Valid Letter of Good Standing with NBCPSS (Levies and Health)
- Proof of Liability Insurance to the value of R5,000,000.00 (or Letter of Intent)
- Proof of ownership or Intent to Hire for one Patrol Vehicle (certified by a Commissioner of Oaths)
- Completion certificate or Reference Letter for at least one contract of R2 million in the last five years
Compulsory Site Briefing Session
Attendance at the mandatory pre-bid site briefing is strictly enforced. Bidders who fail to attend will be automatically disqualified.
