The Small Enterprise Development and Finance Agency (SEDFA) has issued an open tender (RFB 01-2026/2027) for the procurement of alternative office accommodation in the Mpumalanga Province. This strategic five-year lease targets property owners and real estate developers to house the agency’s provincial and branch operations.

Scope of Accommodation and Specifications

The appointed service provider must source and lease office accommodation in Mbombela CBD or within the greater Mbombela Municipal area. The lease term is five years, with beneficial occupation from 1 October 2026 and lease commencement on 1 November 2026.

The required lettable area is a minimum of 1,054.80m², which includes specific office types (private offices, open plan areas, meeting rooms, boardrooms, training rooms, and support spaces) and ablution facilities (minimum 4 male, 6 female, and 1 paraplegic). The building must be Grade A, B, or C office accommodation with high-quality modern finishes, adequate on-site parking, and provisions for back-up electricity and water supply .

Parking Requirements:

  • 5 secured, undercover parking bays for Sedfa pool vehicles (lockable)
  • 25 secured, undercover parking bays for staff vehicles
  • 10 open parking bays for visitors
  • 2 demarcated parking bays for paraplegic staff/visitors

Key Infrastructure Requirements:

  • Back-up water supply (10,000-litre tank)
  • Back-up electrical supply (generator, solar, or inverter)
  • Centralised/split air-conditioning for all offices and common areas
  • Server room with air conditioning, fire detection, and fire suppression system
  • Accessibility for people with disabilities and convenient public transport access
  • 24-hour security

Contract Duration and Operational Continuity

The lease agreement will span a fixed period of five years. Securing this long-term contract provides property owners with guaranteed, stable rental income while supporting SEDFA’s mandate to foster enterprise development across the province.

Mandatory Requirements

Failure to meet any mandatory requirement will result in disqualification:

  • Proof of Ownership: The building must be within Mbombela CBD. Submit a copy of the utility bill/municipal statement, title deed/bond confirmation, or, if a managing agent, a valid Estate Agencies Affairs Board certificate and Fidelity Fund Certificate
  • Building Size: The size must be a minimum of 1,054.80m². Submit approved floor plans with square metres as proof
