Tender Opportunity Overview

The South African Social Security Agency (SASSA) has released tender SASSA:06-26-GA-NW for the contracting of a panel of accredited shops and retailers through an Expression of Interest to issue Social Relief of Distress (SRD) items to approved beneficiaries for a period of thirty-six months . SASSA, established in terms of the South African Social Security Agency Act, 2004, serves over 8.5 million individuals in extreme poverty nationally , with 1,200 beneficiaries flagged for review in one North West district alone . This panel aims to address the need for accessible service points for beneficiaries, particularly in rural areas .

Purpose and Background

Social Relief of Distress provides temporary assistance to individuals or families in dire material need who are unable to meet their most basic requirements . The programme delivers vouchers to qualifying individuals for redemption at accredited retailers . SASSA is inviting established shops and retailers within the North West Region to provide necessities through the redemption of SASSA vouchers to approved beneficiaries. There is no guaranteed number of beneficiaries, as the service is demand-driven.

Scope and Deliverables

Appointed suppliers must allow beneficiaries to purchase according to their personal requirements within an approved basket of goods. Shops must ensure no items from the exclusion list are provided, verify beneficiary identity prior to accepting vouchers, and ensure goods are of acceptable quality with prices like those charged to general customers. Vouchers must not be older than five days and cannot be redeemed for cash.

Exclusion List

The following items may not be purchased with SRD vouchers:

  • Alcohol, cigarettes, and airtime
  • Cellphones, weaves, and beds
  • Furniture, tools, and building materials
  • Radios, DVD/CD players, and computer consumables
  • Household utensils and electrical equipment
  • Petrol/diesel, Lotto tickets, and school uniforms/clothes

Mandatory Requirements

Bidders must:

  • Submit proof that the business is operational (receipts/till slips not older than 6 months)
  • Provide proof of physical address (municipal bill in bidder’s name, signed letter from Tribal Authority, or valid lease agreement with lessor’s municipal bill)
  • Be registered on the Central Supplier Database (CSD)
  • Submit Tax Compliance Status PIN
  • Complete and sign all Standard Bidding Documents
