The Department of Water and Sanitation has published a Request for Quotation (MSD 13) for the supply and delivery of essential office stationery to the Mzimvubu Water Project in the Eastern Cape, with bids closing on 7 July 2026 .
This quick-turnaround opportunity supports one of South Africa’s Strategic Integrated Projects, aimed at driving socio-economic development in one of the country’s poorest and least developed regions . The Mzimvubu Water Project, featuring two multi-purpose dams on the Tsitsa River, is designed to provide potable water, support irrigated agriculture, generate hydropower, and create jobs .
Scope of Supply and Delivery Requirements
The RFQ requires the supply and delivery of a comprehensive list of office stationery to the Mzimvubu Dam site in the Siqhungqwini Area, Tsolo. Required items include:
- Writing instruments and refills (pens, markers, highlighters)
- Paper products (refill paper, memo cubes)
- Office accessories (letter trays, punch, staplers, scissors, rulers)
- Filing and storage items (clipboards, pen holders, Prestik)
- Staples and other consumables
Submission Requirements and Evaluation Criteria
Quotations must be submitted via email to MOLAPOJ@DWS.GOV.ZA by 11:00 on 7 July 2026. The 80/20 preference point system applies, with points allocated as follows:
- Price: 80 points
- Specific Goals: 20 points, including Women Ownership (5), Disability Ownership (5), Youth Ownership (5), Eastern Cape Location (2), and B-BBEE Level 1-2 (3)
Mandatory documents for submission include:
- Completed and signed Bidder’s Disclosure form
- Tax Compliance Status PIN or CSD number
- Preference Points Claim Form (SBD 6.1)
- Proof of authority to sign (e.g., company resolution)
Important Compliance Notes:
- Bids must be submitted on official forms (not to be retyped)
- Late, faxed, or emailed bids outside the prescribed manner will not be accepted
- No bids will be considered from persons in the service of the state
- Failure to provide required particulars may render the bid invalid
