The Department of Forestry, Fisheries and the Environment (DFFE) has issued a national open tender (DFFE-B001(26-27)) for the appointment of service providers to render physical security services. This strategic 36-month contract aims to safeguard critical state assets, plantations, and nurseries across six provinces.

Scope of Services and Provincial Coverage

The appointed service providers will deliver access and egress control at DFFE plantations and nurseries, conduct vehicle patrols day and night, and respond to incidents. Security officers will enforce the DFFE Security Policy, record incidents in occurrence registers, and report to DFFE Managers on site.

Services require armed Grade C security officers operating 24-hour shifts, seven days per week, including weekends and public holidays. The contract demands significant resources:

  • Eastern Cape: 11 4×4 vehicles, 66 firearms, 132 personnel
  • KwaZulu-Natal: 8 4×4 vehicles, 48 firearms, 96 personnel
  • Western Cape: 1 4×4 vehicle, 6 firearms, 12 personnel
  • Limpopo: 4 4×4 vehicles, 24 firearms, 48 personnel
  • North-West: 8 firearms, 16 personnel
  • Free State: 6 firearms, 8 personnel [citation:18]

Mandatory Requirements

Bidders must submit:

  • Valid PSIRA Company Registration Certificate and valid Letter of Good Standing
  • Valid individual PSIRA registration certificates for all directors
  • Proof of operational offices in each province (municipal rates, taxes, or lease agreement)
  • Valid COIDA Letter of Good Standing from the Compensation Commissioner
  • Public Liability Insurance with minimum cover of R1,000,000
  • Firearm licences for business purposes in the province(s) bidding for
  • Rates aligned with latest minimum applicable PSIRA rates

Mandatory PSIRA Compliance and Deployment

Bidders must hold valid registration with the Private Security Industry Regulatory Authority (PSIRA). The scope requires the deployment of Grade C and D security officers for day and night shifts, alongside 4×4 vehicles for site patrols. All pricing must align with approved PSIRA minimum rates.

Compulsory Virtual Briefing Session

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Prospective bidders must join the virtual session to understand deployment ratios and compliance requirements.

Submission Guidelines and Deadlines
