The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (ECR/MKT/08/06/2026) for the supply and delivery of marketing promotional material on a once-off basis within the Eastern Cape region. This targeted procurement initiative aims to enhance PRASA’s brand visibility and passenger engagement across its regional commuter networks.

Scope of Supply and Branding Requirements

The required promotional items, all to be branded with the PRASA logo, include:

  • Apparel and Accessories: Branded 6-panel caps, bucket hats, and drawstring bags (1,000 units each)
  • Drinkware: Branded squeeze water bottles (500ml, BPA-free) and coffee cups (1,000 units each)
  • Stationery and Office: Branded pens, diaries, and pencil cases (1,000 units each)
  • Children’s Items: Branded yo-yos, colouring pencils, and colouring books (1,000 units each)

Bidders must provide unit prices and total amounts for each item, with the total price including VAT .

Compliance and Pricing Standards

Bidders must submit their pricing schedules in South African Rands (ZAR) on a fixed-price basis. All quoted prices must be inclusive of all applicable taxes, including VAT, and clearly indicate the basis of the fixed price offer. A detailed cost breakdown must be provided, and failure to comply with the pricing instructions will render the quotation non-responsive.

Evaluation Criteria

PRASA will evaluate bids using the 80/20 preference point system . The evaluation includes:

  • Stage 1A – Mandatory Requirements: Complete pricing schedule and signed submission register
  • Stage 1B – Other Mandatory Requirements: Company registration, director ID copies, valid SARS PIN, CSD registration, and proof of bank account
  • Stage 1C – Documents for Scoring: B-BBEE Certificate or affidavit and financial statements
  • Stage 2 – Price and Specific Goals: 80 points for price, 20 points for specific goals (EME 51% Black Owned and 51% Black Owned)

Submission Requirements

Bidders must ensure:

  • CSD Registration: Must be registered on the Central Supplier Database
  • Tax Compliance: Valid SARS PIN and tax clearance certificate
  • Document Completion: All SBD forms and declarations must be completed and signed
  • Validity Period: Quotations valid for 60 working days from closing date
