Gert Sibande District Municipality (GSDM) invites bids (GSDM 70/2025) to establish a panel of service providers for the provision of executive security services. This strategic 36-month contract ensures the safety and protection of municipal office bearers and key officials across the Mpumalanga district.

Scope of Services and VIP Protection

The appointed panel will provide 24-hour executive security and VIP protection. The mandate covers principals including the Executive Mayor, Deputy Mayor, Speaker, and Chief Whip. Service providers must deploy a minimum of two qualified bodyguards per shift for each designated principal, operating on a structured two-shift system to guarantee continuous coverage.

Mandatory Compliance and Functionality

Bidders must be registered on the Central Supplier Database (CSD). Proposals will undergo a strict functionality evaluation with a minimum threshold of 50 points. Scoring heavily weights SAPS firearms accreditation (20 points), the number of valid firearms and licenses (25 points), and PSIRA registration (15 points).

  • Form G: Preference Schedule (with BBBEE Certificate or Sworn Affidavit)
  • Form I: Certificate of Independent Bidder Determination
  • Form K: Record of Addenda to Tender Documents
  • Form L: Pricing Schedule / Bill of Quantities
  • Form M: Form of Offer and Acceptance
  • Company registration documents (CIPC, ID copies, shareholders register)
  • Joint Venture Agreement (if applicable)
