Mossel Bay Municipality Seeks 3-Year Cleaning Materials Supplier

Mossel Bay Municipality has issued an open tender (TDR150/2025/2026) for the supply, delivery, and off-loading of cleaning materials and equipment. This strategic three-year contract, running until 30 June 2029, ensures that municipal facilities maintain high standards of hygiene and operational efficiency across the Garden Route.

Scope of Supply and Technical Specifications

The successful bidder will provide a comprehensive range of SABS-approved cleaning materials and equipment. All items must be clearly labelled, and chemical products must not have expiry dates falling within the first 12 months of any order. The scope includes the delivery and off-loading of goods at the Municipal Stores on Schoeman Street, with the supplier responsible for providing their own off-loading labour.

Mandatory Samples and Safety Data

To ensure quality compliance, the municipality reserves the right to request physical samples and Material Safety Data Sheets (MSDS) for chemical items. Shortlisted bidders must deliver these sample packs to the Municipal Stores within 48 hours of the request for evaluation.

Locality and Preference Points

The tender utilizes an 80/20 preferential procurement system that heavily rewards local economic participation. Specific goal points are allocated based on the supplier’s locality: 10 points for enterprises within the Mossel Bay municipal area, 6 points for the Garden Route District, and 4 points for the broader Western Cape or other provinces.

Mandatory Submission Requirements

Bidders must submit the following with their tender document:

  • Valid SARS Tax Compliance Status PIN (printed from SARS eFiling)
  • Proof of CSD registration (Central Supplier Database)
  • B-BBEE certificate or sworn affidavit (EME/QSE)
  • Valid Letter of Good Standing from Compensation Commissioner (COIDA)
  • Municipal account statement for the bidder and all directors (month preceding closing date) – no arrears >3 months
  • Lease agreement if premises are rented (showing rates responsibility)
  • Affidavit if no property is owned
  • Company resolution authorising the signatory (for companies/close corporations)

Submission Guidelines and Deadlines

Sealed bid documents must be deposited in the official tender box located at the entrance of the Mossel Bay Town Hall. Faxed, emailed, or late submissions will be strictly disqualified. Bids must remain valid for 120 days from the closing date.
