The eThekwini Metropolitan Municipality invites bids (35350-1J) for the supply and delivery of new tyres for its fleet of 8,500 vehicles. This 36-month contract targets suppliers capable of supporting diverse operational needs across passenger cars, trucks, and buses.

Scope of Supply and Fleet Requirements

The appointed provider will supply new, first-grade tyres manufactured within the last 12 months. Key requirements include:

  • Maintaining consignment stock within the eThekwini boundary.
  • Guaranteeing a 24-hour turnaround time for deliveries.
  • Providing technical support, including failure analysis reports.

Mandatory Submission Requirements (Stage 1)

Bidders must meet ALL the following to proceed to the preference point evaluation:

For Section A (Locally Manufactured Tyres):

  • Offers only from Original Tyre Manufacturers (OEMs) with production facilities in South Africa
  • Proof of plant address
  • Certificate confirming OEM status

For Section B (Imported Tyres):

  • Offers only from authorized distributors/accredited agents of the OEM, or the OEM directly
  • Accreditation/distribution agreement or letter from the OEM

All Bidders:

  • ISO 9001 certification (quality management system)
  • ISO 10191 compliance (laboratory test methods for passenger car tyres)
  • Proof of CSD registration (MAAA number on Section 1 table)
  • Valid SARS Tax Compliance Status PIN
  • Completed Declaration of Municipal Fees (no arrears >3 months)
  • Signed MBD 4, MBD 5 (if applicable), MBD 6.1, MBD 8, and MBD 9
  • Authority of Signatory document with board resolution (companies) or power of attorney (JVs)
  • Occupational Health and Safety Act declaration
