The KwaZulu-Natal Department of Human Settlements invites qualified security service providers to submit bids for the provision of 24-hour security guarding services at the Ugu District Office in Port Shepstone. This strategic 36-month contract (ZNB152/2026/27HSE) ensures the safety of government assets, personnel, and sensitive infrastructure within the region.

Scope of Work and Staff Deployment

The appointed service provider must deploy the following security personnel:

  • Grade B Day Shift (06:00 to 18:00): 1 unarmed security guard
  • Grade C Day Shift (06:00 to 18:00): 1 unarmed security guard
  • Grade B Night Shift (18:00 to 06:00): 1 unarmed security guard
  • Grade C Night Shift (18:00 to 06:00): 1 unarmed security guard

All security guards must have the necessary PSIRA accreditation and must be screened with copies of clearance certificates submitted to the Department. Security guards must be physically healthy, medically fit, and able to communicate, read, and write in English and isiZulu. No foreign nationals may be deployed at Department of Human Settlements offices.

Key Responsibilities

  • Access and exit control: Monitor entrances at all times. Visitors and employees may only be allowed on the premises after being searched, scanned, and producing ID/driver’s license. All employees and visitors must declare laptops, projectors, and all other electronic equipment for security scanning.
  • Parking facility control: Department vehicles exiting the parking facility must be authorized. Upon entry and exit, the security guard must capture the mileage of the state vehicle to the access control scanner. The boot of the vehicle must be searched.
  • Internal building patrol: Security guards must conduct patrols throughout the building at 30-minute intervals to ensure visitors are not loitering. All patrols must be recorded in the occurrence book.
  • Perimeter/building patrol: The building must be patrolled by both shift members during shift change.
  • Building closure: The building is to be secured and locked at 17:00 and re-opened at 06:00. Security guards must ensure that main doors throughout the building are locked.

Mandatory PSIRA Compliance and Rates

Bidders must strictly adhere to the Private Security Industry Regulatory Authority (PSIRA) standards. All quoted rates must align with statutory PSIRA minimum rates, and any future wage increases for security guards must be factored in accordance with PSIRA’s statutory wage increase guidelines.

Mandatory Documentation

The following documents must be submitted – failure to comply will render the bid invalid:

  • Proof of valid company registration with PSIRA
  • Copy of Director/s PSIRA certificate
  • Copy of a valid letter of good standing from PSIRA
  • Copy of a letter of good standing from Department of Labour for COIDA (Compensation of Occupational Injuries and Diseases) – Security Guarding
  • Proof of public liability fund up to the region of R1,000,000.00
  • Certified ID copies of directors
  • Company must have a minimum of one (01) vehicle registered under the company/director owner (copy of a logbook must be attached or lease agreement must be attached)
  • Valid Independent Communication Authority South Africa (ICASA) licence for two-way radio equipment or valid proof of registration with ICASA in the form of a lease agreement with a third party relation agreement

Compulsory Briefing and Original Documents

Attendance at the compulsory briefing session is mandatory. Bidders must furnish their original bid documents at the venue for Section D endorsement; failure to do so may result in immediate disqualification.

Submission Guidelines and Electronic Requirements
